The selected contractor(s) would furnish all supervision, management, material, equipment and services necessary to construct SCIF renovations in accordance with Issued-for-Construction design drawings approved by the U.S. Department of State Bureau of Overseas Building Operations. Any design services performed will only be incidental to revising construction design drawings as necessary to meet changed site conditions and changed facility requirements subsequent to construction permit approval from the U.S. Department of State Bureau of Overseas Building Operations. Offerors would not be eligible for award of a Design and Build (D&B) contract if they have been previously awarded an Architecture and Engineering (A&E) services Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task-Ordering Contract (MATOC) by the agency for U.S. embassy SCIF renovations. The Government is conducting market research to determine whether it can award Indefinite Delivery/Indefinite Quantity (IDIQ) Design and Build (D&B) Multiple Award Task-Ordering Contracts (MATOCs) to at least three (3) small business construction firms. If sufficient qualified small business construction firms indicate an interest, then the acquisition will be set aside only for construction firms that are small businesses. The NAICS code is 236220 (Commercial and Institutional Building Construction). Small business construction firms are defined as those that have not received more than $33,500,000 in annual average receipts over the past three (3) fiscal years. Construction firms must have experience performing SCIF renovations at U.S. embassies in order to be qualified. Construction firms would be required to have an active SECRET facility security clearance and to have the capability to receive and store classified documentation at the SECRET security classification level on the date of contract award. Construction firm employees performing the SCIF renovation construction work at the U.S. embassies would have to be U.S. citizens who possess active TOP SECRET-SCI personnel security clearances on the date of task order issuance. Qualified small business construction firms should email Mr. Harting, Senior Contract Specialist (contractor) at harry.harting@dia.mil not later than 17:00 hours on 14 May 2010 in order to express their interest in this potential acquisition.
