Description
The Michael E. DeBakey VA Medical Center (MEDVAMC) is seeking a qualified MEP Firm with specialty experience in Emergency Power Systems Design for full backup of electrical loads at Healthcare Facilities. The project will provide Conceptual plans and options to select the most efficient system including but not limited to system design options, equipment selections and interface capabilities with existing system. The work will be performed at the MEDVAMC, 2002 Holcombe Blvd., Houston, Texas 77030. The firm must have prior experience with at least three (3) similar size projects. This procurement is a set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) and/or Veteran Owned Small Businesses (VOSB) and is restricted to firms located within a 250 mile radius of the MEDVAMC or operates offices within that radius. The NAICS Codes is 541330 with a size standard of $4.5M in annual sales receipts. The A/E Selection Process will be done in accordance with FAR 36.602-1. All work shall comply with current VA Master Specifications and Standard Details. Work will be in accordance with the provided scope of work, and is to be done in a first class manner as approved by the Facility Manager. Following is a brief scope of work for this project: Scope of project: The MEP firm shall provide professional and technical services to develop Conceptual Plans and options to select the most efficient system including but not limited to system design options, equipment selections and interface capabilities with the existing system. The firm shall have specialty experience in Emergency Power Systems Design for full backup of loads for Healthcare Facilities. The system will support more than three (3) million square feet of occupied buildings in addition to future expansion. The design development shall include electrical interconnection requirements, load calculations, fuel system selection, site investigation and site development plans with two (2) different schemes. Award of a contract is contingent upon the availability of funds. The anticipated project duration is 180 calendar days. The estimated magnitude of construction is between $5,000,000 and $10,000,000. The completed SF-330 will be evaluated by a MEDVAMC Engineering evaluation board which will furnish the Contracting Officer an evaluation report. The selection criteria will include the following: (Listed in descending order of importance) 1.Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required. 2.Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team. 3.Professional capacity of the firm to perform work (including any specialized services) within the required time. 4.Past record of performance on any contracts with like requirements; and with any Department of Veterans Affairs Hospitals or any Healthcare Facility in terms of cost control, quality of work, and compliance with performance schedules. 5.Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located. 6.Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in designs. After the evaluation of submissions in accordance with the evaluation criteria, a 'short list' of three or more of the most highly qualified firms may be chosen for interviews to present their approach to the design in order to arrive at selection of the firm in which to enter into negotiations. It will be the Contracting Officers discretion to hold face to face interviews or not. This is not a request for proposal. The Government will not pay for nor reimburse any costs associated with responding to this advertisement. The Government is under no obligation to award a contract as a result of this advertisement.
