- The Department of Defense Education Activity (DoDEA), Procurement Office, 4040 N. Fairfax Dr., Arlington, VA intends to award a sole source commercial contract on or about Jun 15, 2010 to the University of Massachusetts (UMASS), Donahue Institute, 333 South Street, Shrewsbury, MA to review and update the financial and program data for the Caesar Rodney School District (CRSD) as reported in the Study of Educational Services for DDESS Students Residing on Dover AFB conducted by UMASS in 2007. The primary place of performance for this requirement is Massachusetts. The period of performance shall be twelve (12) weeks from date of award. This notice and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-40. The North American Industry Classification System Code is 541618. The size standard is $7,000,000.00. A Justification for Other than Full and Open Competition is provided for this requirement. UMASS is only vendor that can satisfy the government's need for the following reasons: The requirement is for updates to the study conducted by UMASS in 2007. The updates require use of the same analytical tool known as the "Effectiveness Index," used in the 2007 study, the purpose of which is to compare the selected school districts in terms of socio-economic data to predict academic achievement and performance of the student population based on socio-economic status (SES). The methodology for conducting the "Effectiveness Index" is registered as intellectual property of the UMASS Donahue Institute. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes or proposals. DO NOT submit a bid, quote or proposal at this time. Responsible sources may submit a capability statement which shall be considered by the agency. Only timely responses to this notice will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on a response to this notice is solely within the discretion of the Government. Responses must be received no later than 8 a.m. (EST) on Monday, May 17, 2010. Responses received after this date will be considered late and may not be evaluated. The Government does not intend to pay for any information provided under this announcement.
