Description
Q1842100108 Under the authority of FAR 6.302-1(a)(2), the National Park Service (NPS) intends to enter into negotiations with Mark Foster on a sole source, non-competitive basis for Producing a Historic Structure Report for the Baker/Robinson Oil Works Building at New Bedford Whaling National Historical Park (NEBE) including making recommendations for the creation of exhibits and interpretive tools. Mark Foster has extensive experience with the documentation of buildings relating to the whaling industry and how these buildings function. Mark Foster has done architectural drawings for the National Park Service (NPS) and is familiar with NPS historic structure reporting standards. Mr. Foster has published an article on a Nantucket whale oil works building after documenting the use and history of the structure, and that experience in a similar type industrial building also makes him uniquely qualified to document the Baker/Robinson Oil Works Building. He also has experience as an exhibit designer, which makes him uniquely qualified to make recommendations for the creation of exhibits and interpretive tools focused on the history of the Baker/Robinson Oil Works Building and it's connection to the whaling industry. It would be in the best interest of the government to use the services of Mark Foster to research, document, and prepare a Historic Structure Report and make exhibit recommendations for the Baker/Robinson Oil Works Building. Utilizing Mr. Foster's expertise would be cost effective due to his familiarity with this type of work and NPS standards. Therefore, in accordance with the above cited authority, the government intends to enter into negotiations with Mark Foster within 15 days after publication of this notice. The anticipated term of this contract is from June 1, 2010 through February 25, 2011. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses of this notice is solely within the discretion of the government. NAICS 541720.
