Description
NASA Headquarters (HQ) is hereby soliciting information about potential sources forthe Headquarters Information Support Services (HITSS) follow-on contract. In order todevelop, integrate, sustain, and manage local IT services, NASA HQ requires supportservices in the areas of planning and management of information systems, life-cyclesupport for applications and web sites, operation of the NASA HQ Data Center, engineeringand integration services, IT security, technology infusion and customer support. Thegoal of this procurement is to increase efficiencies and realize cost savings whileproviding reliable and robust IT services to the HQ community. The primary goal of this synopsis is to assist NASA in determining if two or more smallbusiness concerns exist for the North American Industry Classification System (NAICS)Code 541512, Computer Systems Design Services with the requisite capabilities andinterest in performing this work. Respondents should demonstrate capabilities andexperience in the IT areas listed below. In addition, respondents shall emphasize howtheir stated capabilities and experience relate to the specific requirements andchallenges associated with each task. Provide expert advice and value-added guidance to Headquarters in developing costeffective solutions for its customers IT requirements Provide an IT environment that fosters development of custom applications in a robustand evolving environment and takes full advantage of industry standards and emergingtechnologies Operate the NASA Headquarters data center environment in an efficient and effectivemanner Support IT requirements that utilize specialized IT skills and knowledge of technologytrends to significantly increase user productivity and efficiency Provide excellent customer service for a variety of IT disciplines and functional areas Incorporate IT security in all aspects of the work to ensure protection of NASAHeadquarters data and systems Effectively collaborate with other Headquarters and Agency IT contractors to provideseamless services to customers Ensure that all IT activities meet all Federal, OMB, OPM, Agency, and HeadquartersrequirementsNo solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Interested offerors/vendors having the required specialized capabilities to meet theabove requirement should submit a capability statement of 15 pages or less indicating theability to perform all aspects of the effort described herein.Responses must includethe following: name and address of firm, size of business; average annual revenue forpast 3 years and number of employees; ownership; whether they are large, small, smalldisadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliateinformation: parent company, joint venture partners, potential teaming partners, primecontractor (if potential sub) or subcontractors (if potential prime); list of customerscovering the past five years (highlight relevant work performed, contract numbers,contract type, dollar value of each procurement; and point of contact - address and phonenumber). Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based onresponses hereto. All responses shall be submitted to Tracie Rustin no later than theresponse date listed above.
