Appendix A- Enhanced Designator Specification Enhanced Designator, e.g. Laser Illuminator Request for Information (RFI) Solicitation Number: Notice Type: RFI- Enhanced Designator Special Notice The Department of Homeland Security, Customs and Border Protection is issuing this Request for Information (RFI) to conduct market research to determine sources of Enhanced Designators, sometimes referred to as Laser Illuminators or pointers for a potential commercial item, commercial-off-the-shelf (COTS)/Government off-the-shelf (GOTS)/Non-developmental commodity or the state of the art technology product. This notice is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. CBP may seek proposals in the near future and will not accept unsolicited proposals at this time. This notice does not commit the Government to contract for any supply or service whatsoever. The intended deployments of Enhanced Designator capabilities are along the land and waterway borders of the United States. The purpose of the Enhanced Designator is to assist in the detection and identification Items of Interest by CBP Agents. The Enhanced Designator may be mounted on a tower of approximately 80 - 100 feet along with other sensor equipment such as Cameras and Radar to aid the Border Patrol agents in identifying targets during night time operations. The Enhanced Designator is expected to work in conjunction with cameras to spot the target. Customs and Border Protection is interested in acquiring information on Enhanced Designators currently available in the open market. The areas of interest include but are not limited to the following: - Specifications, functions, performance characteristics as well as the terrain and weather capabilities and limitations. - Capability to illuminate, detect and identify target, in terms of environmental capabilities and limitations. - Capability related to tracking. - Operational range, power required to operate the equipment and Lifetime of the equipment. - Must be eye safe at all distances. - System reliability, maintainability and availability information (RMA): - Desired range 29 Meters to 10 Kilometers - Ease of integration with the camera system - Must meet the ANSI Standard for Laser safety ( ANSI Z136.1, 3 and 6) and other applicable regulatory laws from OSHA and FAA. - See Appendix A and Table 1 for more detailed specifications. This announcement will be open for seventeen (17) days. Participation does not imply any obligation on the part of the Government. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at responder expense. Not responding to this notice does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (Fed Biz Opps) Website. It is the responsibility of potential offerors to monitor these sites for additional information. Proprietary information will be protected as provided by law. The interested vendors should indicate their socioeconomic status (e.g. large business, small business, service disabled veteran owned business, 8(a) vendor, Hub zone). The vendor should also provide their DUNS number and TAX ID number. Potential Offerors are strongly encouraged to include information such as white papers, capability statements, photographs, prior applications of your products, etc. limited to 20 pages. Font size should be Arial, in no smaller than 12 point text, 10 point for spreadsheets and any font size for graphics as long as they are legible.
