Description
This action is to announce the upcoming placement of multiple Blank Purchase Agreements (BPAs) for tire disposal requirements at military installations across the continental United States (CONUS). The action is 100% set-aside for small business entities with a NAICs code of 562219, and the corresponding revenue standard is $12,500,000.00. A proposed BPA will be posted on or about 14 May 10, with instructions as to what interested firms must submit to be considered as one of the multiple BPA holders. In general, the purpose of the BPAs is to cover the necessary Performance Work Statement (PWS) and other pertinent contract terms related to the removal, transportation, and disposal of tires from various military installations in CONUS, with the specific sites and states to be covered on actual orders under the BPAs. DRMS intends to maintain multiple BPAs with eligible firms providing the necessary tire disposal services in CONUS, with the actual order requirements competed among the firms via informal Requests for Quotations (RFQs) issued to the BPA holders. Contractors holding one of these BPAs are not required to quote on all RFQs issued during the period of the BPA, they may choose to pursue only the orders that suit their location, capabilities and interest. Contractors agree by entering a BPA that the BPA itself is not a commitment by the Government to purchase these services from the contractor. The actual Government obligation to purchase the services, and the Contractor’s actual obligation to perform the specific services, is only established via orders issued under the BPA. Questions concerning this action will be invited when the proposed BPA is posted on or about 14 May 10, along with instructions on what is to be submitted to be eligible to hold a BPA for these tire disposal requirements.
