Description
This is not a request for either a quote or proposal. The intent of this pre-solicitation synopsis is to identify potential offerors of the following upcoming requirement: Subtitle D Landfill Closure, Phase II, Marine Corps Base, Camp Lejeune, NC This is a new requirement. It does not replace an existing contract. Description: The scope of work consists of the closure, Phase II, of the landfill located at Marine Corps Base Camp Lejeune, NC. This project includes site preparation and incidental-related work to provide Phase II Closure of the MCB Landfill, a total of 11 acres. Work shall be completed not later than 270 days after award. Complete, detailed specifications will be provided with the solicitation. The following permits will be required: (1) Sediment and Erosion Control and (2) Solid Waste, Permit# 67-08. There are no environmental concerns with this project. In accordance with National Environmental Policy Act (NEPA) compliances, DM# ER-08-043 is required. The Government anticipates awarding a firm-fixed price contract for the subject requirements. The estimated price range is between $1,000,000.00 and $5,000,000.00. The applicable North American Industry Classification System (NAICS) code is 238910 and the annual size standard is $14,000,000. The proposed solicitation will be issued as an unrestricted procurement, available to full and open competition. The solicitation will utilize evaluation factors other than price. Award will be made to the lowest priced, technically acceptable offer. Evaluation factors will be provided in the solicitation. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ when it becomes available. All interested offerors shall register at the website. The solicitation will be available on or around 25 May 2010. The estimated date for receipt of proposals is on or around 25 June 2010. The solicitation will be available in electronic format only.
