Description
The Uniformed Services University of the Health Sciences (USUHS), Bethesda, Maryland, intends to negotiate on a sole source basis, under the authority of FAR Part 13.106-1 (b), with Gamma Products, Inc. for a low level Automatic Alpha/Beta Counting System with the following features: 1. Dual wire gas flow sample detector with gas flow guard. 2. Multi-channel analysis for alpha and beta discrimination. 3. The modular nature of the Gamma Product unit's detector mounts makes it simple to replace detectors as needed, e.g., field replaceable by in-house personnel, as the unit requires minimal disassembly to replace detectors. 4. PC-based storage for sample data as well as DVD storage of sample data. 5. Automatic HV plateau generation, Chi-Square testing, and system diagnostics. 6. Sample carriers do not require the use of bar coded stickers. 7. No router and routing software is required between system components. 8. Expected lifetime of this unit under anticipated operating conditions is 20+ years. This supply will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is based on Gamma Products offering detector modularity, storage of sample data, as well as automated systems diagnostics as outlined above, therefore it is determined to be the one source reasonably available to meet the needs of the government. This item utilizes Standard Industrial Code (SIC) 3824 and North American Industry Classification System (NAICS) code of 334516, Analytical Laboratory Instrument Manufacturing. Gamma Products, Inc. Model G5020C is utilized by Health Physics personnel, reactor staff, and research staff to analyze samples for removable alpha and/or beta contamination resulting from work with alpha-emitting radionuclides, e.g., depleted uranium or transuranics (plutonium, americium, californium, neptunium), or radioactive contamination resulting from neutron activation of reactor components, protocol experimental elements, or reactor-produced byproduct material. This equipment forms the backbone of the radioactive contamination monitoring and control programs at the Armed Forces Radiobiological Research Institute (AFRRI). Use of this equipment permits Health Physics to reduce potential exposure of personnel to radioactive contamination, thus complimenting our scientific support mission. This is not a request for quote. However, all interested parties may contact the Contract Specialist listed below. Sources interested in responding to this requirement must be able to provide compelling evidence that they can obtain/provide a low level Automatic Alpha/Beta Counting System solution that includes all features as outlined above.
