- The anticipated scope of work may include, but is not limited to all labor, supervision, tools, materials, and equipment necessary to repair the asphalt concrete pavement (approx. 42,840 SF) within MCBH Runway 4-22. The work includes sawcutting, demolition and excavation, concrete and asphalt concrete pavement, restriping, and other incidental work. This solicitation is being advertised as a competitive HUBZone set-aside inviting all qualified HUBZone certified firms to submit proposals. This solicitation is a source selection procurement requiring both technical and price proposals. The NAICS Code is 237310 and the corresponding size standard is $33.5M average annual receipts over the last 3 fiscal years. The Government intends to issue the RFP on or about May 25, 2010 and intends to hold a one-time site visit - date and time TBD. Please check this website for additional information on the site visit. The basis of award is to the Offeror whose proposals, conforming to the RFP, provides the best value to the Government, considering both price and technical factors. The Offeror must be a certified small business HUBZone certified firm at time of initial proposal submission and at time of award of a contract. The technical evaluation factors are anticipated to be: FACTOR 1: Past Performance; and FACTOR 2: Experience and Qualifications. Price proposals will consist of a lump sum pricing structure. When combined, the technical evaluation factors will be considered approximately equal to price. The magnitude of construction is between $1,000,000 and $5,000,000. The entire RFP will be available through the Navy Electronic Commerce Online (NECO) website at https://neco.navy.mil or the Federal Business Opportunities (FBO) website at https://www.fbo.gov. Hard copies of the RFP will not be issued. Contractors must register with FBO to obtain access to the RFP. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request access to the RFP. An email will be forwarded once the Contracting Office has approved or declined the request. Approved contractors may view/download the RFP and any amendment issued from FBO. Amendments will normally be posted to the web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding any drawings, will be posted to http://www.neco.navy.mil. If the amendment contains drawings, the drawings will be posted to http://www.fbo.gov. It is highly recommended that firms register on the NECO and FBO websites as planholders as this will be the only planholder's list available. It is the Offeror's responsibility to check the NECO and FBO websites periodically for any amendments or notices to the RFP. Solicitation issue and receipt dates are approximate.
