- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1. Contracting Organization: Department of Veterans Affairs, VISN 20, VAPSHCS. 2. Description of Action: This is a request for other than full and open competition for the procurement of the replacement and removal of damaged blower shaft in the amount of $8,625.00. 3. Description of Supplies or Services: Replacement of the blower shaft and (2) bearings on AC-13 Trane M# CCBB50W0C0 and S# U83E32197 is required. The overall project scope entails: o Removal and replacement of the damaged blower shaft. o Removal and replacement of (2) damaged blower bearings. o Verification of operation upon completion of stated repairs. o Documentation upon completion 4. Statutory Authority: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( x) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5. Validity of Use of Statutory Authority: The effect on direct patient care due to the AC unit being inoperable is the driving factor. We need it fully operational within 24hrs. 6. Actions to Promote Competition: We have contacted Holaday Parks, University Mechanical, and the Trane Company service departments and left messages. Holaday Parks responded within 10 minutes and had tech on-site within 15 minutes after the Contracting Officer's verbal approval. 7. Determination of Fair and Reasonable Price: VA663-C80680 was awarded in the amount of $9,288.46 for all inclusive work related to repairing the Chiller research buildings. In addition, several credit card orders were made to this vendor for minor repair of the chiller and related HVAC units under order numbers 663-Q87239, 663-Q93321, and Q93585 that amount under $3,000.00. 8. Market Survey (FAR 7.102): Historically, records have shown that the Utilities department normally contacts the following companies for quotes related to this emergency: Trane Company, University Mechanical, and McDonald Miller. Awards have been made to all companies listed. 9. Other Considerations: Additional considerations are dependability upon urgent need and timely completion of work to facilitate continued operation of the Medical Center. 10.
