- Amendment 0001 to address questions This is a competitive combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-10-Q-80086 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5 and FAR Part 12. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-32. The NAICS Code is 611430 and the Small Business size standard is $7.0M. This announcement constitutes the only solicitation. A written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order on a competitive basis. The Volpe National Transportation Systems Center (Volpe Center) has a requirement to purchase Leadership/Employee Engagement Training for Managers. PERFORMANCE WORK STATEMENT (BEGIN) I. PURPOSE: The purpose of this training for The Volpe National Transportation Systems Center (Volpe Center) executives and managers is to foster a culture of engagement and empowerment at the Center. Attendees will learn the concepts of engagement and empowerment, and the impact of organizational culture and processes on employees' sense of personal empowerment. The training shall include skill building practice of the subject matter. The desired outcome is managers who apply the ideas presented within their organizations and who work to build an empowering culture throughout the Volpe Center. II. BACKGROUND: The Volpe Center is a Federal facility within the US Department of Transportation (DOT) and is part of the Department's Research and Innovative Technology Administration (RITA). The Center provides research, analysis and systems capability to DOT and other agencies requiring expertise in national transportation and logistics programs. The Volpe Center does not receive appropriated funding from the Government and is, therefore, more entrepreneurial in nature. The Volpe Center's staff consists of approximately 600 employees which includes senior managers, first level supervisors, project managers, project team leaders, administrative and professional staff that work on project teams. The Center's professional staff represent a variety of fields including engineering, the computer, physical and social sciences, mathematics and operations research as well as administrative and management arenas. Most of the Federal professional staff hold graduate degrees and possess at least 5 years of professional experience in their chosen field. III. TASKS: TASK 1. The Contractor shall provide the Volpe Center with one 1½ day training event and options for four additional events designed to build leadership skills in the area of employee empowerment and engagement. Each event shall be designed to accommodate up to 35 executives, managers and future leaders. All training sessions shall take place at the Volpe Center, 55 Broadway, Cambridge, MA. The Contractor shall meet the performance requirements and standards as set forth in Attachment A. A session may be cancelled if there are an insufficient number of attendees (fewer than 20) to make the event cost effective. The cancellation notice will be given to the Contractor at least 14 calendar days in advance of the scheduled class. If the session is cancelled, the Government will reimburse the Contractor for the costs associated with creating the curriculum. TASK 2. The Contractor shall provide a qualified instructor, who is well versed in all subject matter to be covered, can answer in depth questions on each topic, provide the required training in a classroom setting, using sound principles of adult learning to achieve the identified learning goals detailed below. TASK 3. The Contractor shall be responsible for developing a course curriculum and delivering training that includes principles, skills and strategies of leadership and employee engagement that prepares each attendee to effectively accomplish the following learning goals: 1. Define the concepts of engagement and empowerment 2. Identify behaviors that evidence and encourage engagement and empowerment 3. Identify the specific impact of the organization's culture on engagement and empowerment 4. Invest in staff in ways that enhance their sense of personal empowerment 5. Identify and alter formal and informal processes to create an empowering culture 6. Recognize and address the reasons for "disengagement" in staff 7. Apply the action ideas presented in the program. 8. Reinforce learning at 1, 3 and 6 month intervals after training completion. TASK 4. The Contractor must be aware that the audience is comprised of some very seasoned managers as well as less seasoned managers, and aspiring leaders. In addressing the curriculum, the Contractor must ensure that all participants understand the information being conveyed, without making the training laborious for those who may know much more. IV. DELIVERABLES: SEE ATTACHMENT B V. GOVERNMENT FURNISHED MATERIAL AND EQUIPMENT: The Government shall provide the following material and equipment to the Contractor for the training session: 1. The classroom facility at the Volpe Center, 55 Broadway, Cambridge, MA in which to present the course that will accommodate an audience of up to 35 participants. 2. Podium, flipcharts, overhead projector, projection screen, and markers. 3. Pens, pencils and paper for participants. 4. Course evaluation forms in sufficient quantities for all attendees. (The Government shall develop the course evaluation forms.) VI. PERIOD OF PERFORMANCE: The Purchase Order shall be in effect until September 30, 2012. VII. SCHEDULE: One 1 1/2 day training event will be presented before September 30, 2010 for up to 35 executives and managers. Four optional training sessions, two each in fiscal years 2011 and 2012. Dates to be coordinated upon award. PERFORMANCE WORK STATEMENT (END) TECHNICAL CRITERIA: 1. TRAINING METHODOLOGY: The Offeror shall describe, in sufficient detail, the approach to be used in performing the tasks identified in the performance work statement (PWS) (no more than 5 pages). 2. STAFFING REQUIREMENTS: The Offeror's representative(s) will possess skills appropriate to conduct training for executives and managers on leadership skills related to employee engagement and empowerment, and must possess the following minimum education and experience: (resume of proposed trainer shall be no more than 3 pages): A Master's degree from an accredited college or university in organizational behavior, psychology, or similar field that has prepared the Contractor to apply and teach the leadership principles relevant to this course. A Doctorate degree is preferred. This level of educational achievement is equal to that of many of the attendees and will facilitate acceptance as an expert in the field. The instructor should possess a thorough theoretical knowledge of the topic through publications and/or experience. As a minimum, the instructor should possess 10 years of experience training executives and managers. 3. PAST PERFORMANCE: If the instructor has had verifiable experience presenting leadership training satisfactorily to Federal executives and/or managers, that experience may be used to determine best value to the Federal government. If the offeror has performed work in the past two years for the Volpe Center, that performance may be considered when determining the capability to perform the work. BASIS OF AWARD: Award will be made to the Offeror who offers the best value to the Government in terms of technical criteria (proposed training methodology, staffing and past performance) and price. ORDER OF IMPORTANCE: The technical evaluation factors in the Technical Proposal are of equal importance (training methodology, staffing requirements and past performance), and when combined, are significantly more important than cost in the selection of a contractor for award. Notwithstanding this fact, Offerors are cautioned not to minimize the importance of the Price Proposal. As the difference in technical ratings of submitted Technical Proposals decreases, the importance of price will increase. When the Technical Proposals are evaluated as essentially equal, price may become the determining factor in making an award. PLEASE NOTE: Reiteration of the Statement of Work requirements does not constitute an acceptable response and will be considered non-responsive. Price proposal for each Contract Line Item Number (CLIN) is in accordance with the Performance Work Statement and shall include all labor, materials and travel-related expenses including lodging necessary to conduct the class(es).
