Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health, Division of Veterinary Resources intends to negotiate a purchase order under the existing maintenance agreement to Avant Garde Scientific, 9217 Woodvale Drive, Damascus, Maryland 20872. The request is to provide preventive maintenance for an emergency repair on a Girton Model Rack Washer located in Bethesda, Maryland, Bethesda Main Campus, Building 103 at the NIHAC. The reason for the emergency repairs is due to a failing contral panel and must be replaced for proper and continued operation of the rack washer. The facility where the equipment is located housed 1,100 to 1,200 non-human primates and required an intense amout of sanitation of cages. It is critical the rack washers are repaired and operating properly in order to consistently sanitize the primate cages each work day which must be used to rotate through the facility to replace soiled cages in the animal facility. This practice is time consuming, labor intensive and does not gurantee adequate sanitation of cages. Providing proper and consistent sanitation is a requirement for the NIH to maintain its AAALAC Accreditation. By awarding this contract to someone else at the time, the government would lose both time and money. The existing equipment is currently being provided by Avant Garde Scientific and to allow any other source to repair at this time may cause a violation of the existing maintenace agreement. The North American Industry Classification (NAICS) Code 811219 and the Size Standard is $7.0 mil. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt fro the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested Parties may identify their interest and capabilities in response to this synopsis for consideration in any future requirements. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
