Description
The United States Special Operations Command intends to procure on a sole source basis with Safe Boats International (SBI), 8800 SW Barney White RD, Port Orchard, WA 98367-7491, in accordance with 10 U.S.C 2304 (c) 1 and FAR 6.302-1, twelve twenty-five foot full cabin Defender Class craft and will include a possible spare parts packages and training services. The method of procurement will be via Safe Boats General Services Administration contract schedule. The current requirement is to have a craft that is matched specifically to craft employed by maritime security forces in Yemen, Kenya, Bangladesh, Maldives, Republic of Philippines, and Sri Lanka. The key system attributes for this craft are the following: 1. Full cabin 2. Twin outboard engines 3. Commercial Radar 4. Full-sized foam collar system for flotation, stability and fendering in accordance with US Patent Numbers: 5,282,436, 5,647,297, 5,870,965, 6,810,827, 5,870,965, 5,647,297, 5,282,436, 7,070,730 and 7,201,865. 5. 8 foot 6 inch to 10 foot beam. 6. 10 person capacity. 7. Integrated fuel tank with fill and vent. 8. 4-12 volt power receptacles. 9. An aluminum trailer with salt water marine grade axles, brakes, and bearings. The key performance parameters are the following: 1. 30 knot cruise speed in a full load condition in 3 ft 1/3 significant wave height seas. 2. Range of at least 100nm at cruise speed. 3. A maximum draft at 3 1/3 feet. Additionally there are other considerations for this sole source award to Safe Boats International: 1. Safe Boats International has exclusive data rights to manufacturing processes and patents of the craft specifically matched to that used by the maritime security forces in Yemen, Kenya, Bangladesh, Maldives, Republic of Philippines, and Sri Lanka; therefore, it is not feasible to award to another contractor. 2. This craft will be used for training US Special Operations Forces (SOF) on the craft handling characteristics, craft maintenance procedures, etc that are used in the nations of Yemen, Kenya, Bangladesh, Maldives, Republic of Philippines, and Sri Lanka. Procurement of a craft that is not specifically matched would not train the US SOF community on the handling characteristics and provide no insight of the maintenance of the craft and therefore is not feasible in terms of logistical and training costs and training efficiency. Any vendor that provides written responses to this announcement must provide detailed proof that its craft is utilized by the maritime security forces in Yemen, Kenya, Bangladesh, Maldives, Republic of Philippines, and Sri Lanka, and has craft characteristics specifically matched to the Key System Attributes and Key Performance Parameters. The Government will not accept craft that have never been produced or are currently in design.
