Description
This is a pre-solicitation notice to provide the work and services for the Near-term Design of the Great Lakes Coastal Observing System, for Office of Atmospheric Research, Great Lakes Environmental Research Laboratory, Ann Arbor, MI, for NOAA, Eastern Acquisition Division-Kansas City. This procurement is a total small business set-aside. The associated NAICS Code is 541620 and the small business size standard is 7.0M. Anticipated period of performance is 270 calendar days. The work and services involve providing a comprehensive near term design for a coastal observing system to provide data on the physical, chemical and biological parameters necessary for the effective management of near-shore aquatic resources to support remediation, restoration, prediction and conservation actions through the Great Lakes Restoration Initiative. Design would include a minimum of (1) an observation system enterprise architecture document (physical and information technology) which would define the structure and behavior of the observing system and reasoning behind the structural decisions. (2) a concept of operations document which would present the observing system design from the views of operators, users, owners, developers, maintenance, and management; (3) a risk assessment that identifies potential risks and proposes risk mitigation plans within lifecycle costs and schedule constraints and (4) an implementation plan that will recommend a plan for research, development, testing, evaluation, and operational support strategies for the observation system and forecast models and would recommend a structure for future observing system and forecast model research and development among industry, universities, and federal agencies. For all components, the contractor would link multi-agency, private, and future Great Lakes observations for timely delivery of integrated environmental products and provide seamless interoperability across scales (regional to local), disciplines (physics, geology, biology and chemistry) and organizations (the public, federal and state agencies, industry, academia). Eastern Acquisition Division, requires that all Contractors doing business with this office be registered with the Central Contractor Registry (CCR).
