Description
The Naval Sea Systems Command (NAVSEA), Program Management Ships Naval Special Warfare (PMS-NSW), requests information on multiple-diver thermal protection systems suitable for installation in wet submersibles; specifically as that information relates to active diver heating and active diver cooling. This request for information (RFI) is seeking information regarding active heating and cooling system based on vapor compression (heat pump) technology. PMS-NSW is interested in systems or proven technologies at TRL 7, or above, that will improve the operational capabilities and/or effectiveness of up to ten (10) NSW divers during cold and hot water operations while they occupy crew positions in a wet submersible. Ultimately, the product desired must support the full wet submersible crew diver capabilities by: 1) Increasing mission duration by maintaining normal body core and extremity temperature longer than current passive systems allow; 2) Not reducing diver mobility and dexterity while in wet submersible; 3) Integrating with liquid-cooled diver garment or equivalent; 4) Being inexpensive to procure and install and easy to maintain; and 5) Being compact, durable, and suitable for permanent installation and able to be integrated into a wet submersible. This RFI addresses two major areas: 1) Active diver heating and 2) Active diver cooling.The following information should be provided in the submission: 1)a description of the system and it capabilities 2)a chronology of the development of the system3)if applicable, a summary of past test events including test location(s), dates of tests, and test results4)if available, logistic supportability and projected unit cost estimate information 5)in anticipation of Contractor being invited to provide a limited scope demonstration, an explanation of what would be demonstrated and any additional support required of the Government that would be necessary for the Contractor to participate in the demonstration.Additionally, information pertinent to system or subsystem technical maturity, potential effectiveness, performance, suitability, cost and schedule should be provided, as well as other descriptive literature and any other specific and pertinent information that will enhance consideration and evaluation of the information submitted. The Government will not reimbursement for cost incurred to prepare submittalsThe Government will assess submittals for their potential use in NSW wet submersible missions. If the Government determines that certain submittals possess the potential for improving NSW divers' performance in challenging thermal environments it may invite the providers of those submittals to demonstrate their system, subsystem, or concept. The Government will not provide funds to Contractors to participate in demonstrations. Prior to any demonstration, the government may choose to conduct manned testing on the subsystem/system to verify performance. Production/Manufacturing Plants must meet the following requirements: (1) ISO 9000 or equivalent facility, (2) posses a Government approved Property Control System, (3) maintain in-plant Statistical Process Control (SPC), (4) maintain a Test and Final inspection Process, (5) OSHA/NIOSH Compliant. Prospective contractors should provide submittals that include a statement of qualifications, point of contact or name of authorized representative, and phone number, in writing or electronically no later than 10 June 2010.
