- Description
- The Saint Lawrence Seaway Development Corporation plans to solicit proposals for Project Management and Construction Inspection Services for a project to replace the existing electro-mechanical operating machinery with hydraulic machinery to operate the north side filling and emptying valves at Eisenhower and Snell Locks in Massena, New York. The project will be completed approximately between January 1, 2011 and March 11, 2011 while the locks are closed to navigation. The contractor performing this upgrade plans to work twenty-four (24) hours per day, seven (7) days per week for as much of the project as is required. The work for this project includes but is not limited to a small amount of concrete removal and replacement, removal of the existing electro-mechanical machinery, installation of new hydraulic power units, valves, piping, etc., installation of wiring to provide power to the new equipment as well as control wiring, installation of PLC's and programming of the new controls, and performance testing of the new installations. Project management and inspection services include, but not limited to, reviewing specifications and drawings to insure that all project requirements are met; reviewing contractor submittals, provide some testing services, maintaining a log of contractor activities, and monitoring contractor progress. This procurement is subject to the Small Business Competitiveness Program and is open to both large and small businesses. All responsible sources may submit a proposal for consideration by the Saint Lawrence Seaway Development Corporation. The Request for Proposals shall be available on or about May 27, 2010 with a response date of June 28, 2010. The specifications and drawings for the project will be available on CD for a cost of $10.00. NAICS code: 237990, size standard $33.5M. Prospective offerors must be registered in the Central Contractor Registration (CCR) to be eligible for award. Please register with the CCR at www.ccr.gov. Attention: The Department of Transportation (DOT) Short Term Lending Program (STLP) offers financial assistance to eligible disadvantaged, Hubzone, or service disabled veteran owned businesses.
