The Department is seeking offerors for a contract that contains a feasibility assessment and an option to execute a rigorous quasi-experimental evaluation of program implementation strategies in Upward Bound. The PURPOSE of the optional evaluation is to examine the relationship between Upward Bound implementation strategies and student outcomes. In addition, the design and feasibility phase of the study will also examine the applicability of the Upward Bound evaluation design options to seven other TRIO programs, including Talent Search, Educational Opportunity Centers, Student Support Services, Ronald E. McNair Post baccalaureate Achievement, Veterans Upward Bound and Upward Bound Math-Science. The primary research questions for the feasibility and design phase of the study are as follows: 1. Can a rigorous quasi-experimental evaluation of implementation strategies of Upward Bound be carried out? 2. Can the rigorous quasi-experimental designs developed for Upward Bound be applied to other TRIO programs? 3. Are there other evaluation designs that could be used to assess implementation strategies of Upward Bound and/or the other TRIO programs? The research questions for the optional evaluation phase of the study are as follows: 1. What implementation strategies, including services, recruitment strategies, and retention strategies are commonly used by Upward Bound projects? 2. Are the different kinds of implementation strategies used by Upward Bound projects associated with improved student outcomes? 3. Does the association between implementation strategies and student outcomes differ for students with different characteristics? 4. Does the association between implementation strategies and student outcomes differ for projects with different characteristics? The Department anticipates the period of performance for the base phase of the contract will be 21 months. The Department anticipates that the period of performance would be extended by 39 months to a total of 60 months if the option for the evaluation were exercised. The TRIO programs are federal pre-college programs designed to help economically disadvantaged students prepare for, enter and succeed in college. The largest and oldest TRIO program, Upward Bound was designed to improve college access and completion by assisting low-income (family income under 150 percent of poverty) or potential first-generation college students (neither parent with a bachelor's degree). Upward Bound serves high school students ages 13-19 years old.
