- The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price purchase order to have three water meter pits installed, including concrete boxes with manholes, shutoff values, full size by-pass, and water meters with all fittings as required in accordance with the Philadelphia Water Departments Meter Installation Standards, as attached. Also, to splice the new meters and valves into existing underground water lines at Ft. Mifflin Project Office. The existing 8 inch water lines are asbestos concrete pipes, and all safety and environmental precautions must be taken to cut and dispose of the asbestos concrete pipe. The 6 inch water line is ductile Iron pipe. Any existing meter pits will be inspected by the Philadelphia Water Department to make sure they are up to standards. The concrete meter pit boxes and covers shall meet AASHTO standards for a HS 20 truck load. All work shall be in accordance with the requirements as outlined in the Statement of Work, as well as those outlined in the RFQ. The total performance period for this procurement will be approximately ninety (90) calendar days from date of award. The acquisition will be solicited using the procurement process prescribed in Part 12, Commercial Items, of the Federal Acquisition Regulations. This is a Small Business Set Aside under NAICS Code 237110 Size Standard $33.5 million. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specs should be made via FBO Internet homepage. Hardcopies will not be available. It is the contractors responsibility to monitor FBO for any amendments. Also, contractors who receive a federal contract of $25,000.00 or more are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans. Information on submitting your report may be obtained by calling 703-461-2460 or by accessing the following Internet web site: http://vets.dol.gov/vets100/. All contractors must be registered in the DODs Central Contractor Registration (CCR) system at http://www.ccr.gov. Information on getting registered may be obtained by phoning 1-888-227-2423 or on the website. Solicitation Number W912BU-10-T-0051 will be issued on or about Friday 14 May 2010 with quotes due on or about Tuesday 25 May 2010. Mailed, faxed or emailed quote submissions will be accepted.
