- This is a modification to synopsis originally published 20 JUL 09under Solicitation N00024-09-R-6314. Naval Sea Systems Command is contemplating award of a sole source contractto ITT Electronic Systems, Inc. 3500 Willow Lane, Thousand Oaks, CA, 91361under the authority of 10 U.S.C. 2304 (c)(1) as implemented by FederalAcquisition Regulation (FAR) 6.302-1, "only one responsible source and noother supply or services will satisfy agency requirements." The procurementwill be in support of the military operations in Afghanistan and Iraq. TheDepartment of Defense (DoD) has identified a requirement for increasedprotection from Radio Controlled Improvised Electronic Devices (RCIEDs).The DoD requires a Counter RCIED Electronic Warfare (CREW) system capable ofprotecting against new advancing Radio Frequency (RF) threats, and supportfor rapid installation and operation on various DoD vehicles. The requirement is to provide an upgrade to the existing CREW VehicleReceiver Jammer (CVRJ) that will increase performance capabilities tooperate through "Band C" and that is ready for immediate production(Technology Readiness Level of 8 or better), thereby improving protectionfor our personnel. Space constraints on existing DoD vehicles mandate thatany performance improvements result in minimum impact on the existing CREWsystem's footprints. Accordingly, DoD requires an integrated single boxCREW system capable of operating through "Band C" that is ready forimmediate production. ITT has developed an upgrade kit which integrates with the existing CVRJ toprovide the required performance improvements. No data package currently exists for this requirement. The Navy hascompleted required testing on the upgraded CVRJ kit and determined it isready for production and fielding. The kit design will allow ITT to rapidlyintegrate the upgrade into its existing CVRJ production line and to provideupgrade kits for existing systems and upgraded CVRJ systems capable ofaddressing the advancing threats in both Iraq and Afghanistan. This contract will be for the production of up to 11,000 upgraded CVRJsystems (either through upgrade kits or upgrade of CVRJ systems already oncontract), initial spares and consumables, depot spares, data, approximately45,000 hours of engineering support services to support final integration,approximately 3 years of contractor field support services, Automated TestEquipment (ATE) sets, Radio Frequency (RF) and associated cables, antennas,and Other Direct Costs (ODC). The 11,000 systems are limited to approximately 1,700 units for the Army,and the immediate requirements of the Navy, Marine Corps, and Air Force.Deliveries are required to commence within 5 months of award and subsequentdeliveries within four months after receipt of order. The delivery locationis Naval Surface Warfare Center, Crane, IN, 47522. The period ofperformance is anticipated to run from award in fourth quarter GovernmentFiscal Year 2010 through fourth quarter Government Fiscal Year 2013. The proposed contract action is for supplies or services for which theGovernment intends to solicit and negotiate with only one source under theauthority of FAR 6.302. Interested persons may identify their interest andcapability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals.However, all proposals received within forty-five days (thirty days if awardis issued under an existing basic ordering agreement) after date ofpublication of this synopsis will be considered by the Government.Reference solicitation number N00024-09-R-6314. Responses to this noticemust be received by 10:00 a.m. local time on 11 JUNE 2010. Responses shallbe submitted via e-mail to tara.mccarron@navy.mil. A determination by theGovernment not to compete this proposed contract based upon responses tothis notice is solely within the discretion of the Government. Informationreceived will normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement.
