- The Naval Surface Warfare Center Panama City Division intends to award a sole-source contract to Concurrent Technologies Corporation (CTC), 100 CTC Drive, Johnstown, PA 15904-1535, to upgrade Carriage, Stream, Tow And Recovery System (CSTRS) hardware developed under previous Government contracts to provide six (6) test assets configured to Engineering Change Proposal 2 (ECP-I-20080002) Baseline and Reliability Improvement Verification (RIV) status. The CSTRS provides the multi-mission MH-60S helicopter with the widest, largest minesweeping capability by making Organic Airborne Mine Countermeasures Systems (OAMCM) deployable from the fleet in dangerous waters rather than from land. This procurement is sole source for the following reasons: CTC is the sole designer, developer, and fabricator of the CSTRS system. Given the complexity of the CSTRS System and the level of system knowledge required to incorporate ECP 2 for the required upgrades, CTC is the only known source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the engineering and design services to accomplish all tasking. There are no other possible sources that can satisfy this requirement without significant additional cost, schedule risk and technical risk to the Government. The NAICS code is 541330 with a small business size standard of $4.5 million and the FSC is AC14. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001.
