Description
The U.S. Geological Survey (USGS), Alaska Science Center, has a need for an oceanographic research vessel charter for support of Walrus Radio-Tagging in the Chukchi Sea. The vessel will be chartered for a maximum of 10 days between 10 July and 24 July 2010. The vessel will provide transportation and support for the science crew of 6 people working for USGS and the U.S. Fish & Wildlife Service (FWS). The objective of the cruise will be to deploy satellite-linked radio-tags from small workboats on walruses within the sea ice margin. One workboat will be provided by USGS for the field work and must be loaded onto the charter vessel in Nome, Alaska. The vessel will be required to transit to Nome, board the science crew and continue to the work area by about July 12, 2010. The work area will be northwestern Chukchi Sea at the southern end of the retreating pack ice. The estimated location of the initial target area will be 50 nautical miles west of Barrow, but is ultimately dependent on sea ice conditions and walrus distributions at the time. Vessel must meet U.S. Coast Guard standards for an "oceanographic research vessel" for safe operations offshore in the Arctic Ocean. Name, proof of U.S. Coast Guard license, proof of insurance, and a description of the watercraft experience of the Captain. Captain shall have at least 3 years experience operating watercraft of the size being offered in the following specific regions: ice-bearing waters of the North Pacific or Arctic Oceans. A fixed price type purchase order is contemplated for this requirement. Competitive procedures in accordance with Federal Acquisition Regulation Part 12, Acquisition of Commercial Items, will be utilized. This competition is a small business set-aside under NAICS 483114 with a size standard of 500 employees. Award will be made to the offeror whose proposal is the best value to the government. Vessel suitability as determined by a USGS project leader/inspector will be a main factor in selecting the contract vessel. The Government reserves the right to make award to other than the low offeror. It is anticipated that a Request for Quote (RFQ) will be issued and posted to this site on or about May 13, 2010 with proposals due on or about May 21, 2010. All responsible sources may submit a proposal which will be considered. This notice and any resulting RFQ and/or purchase order conforms to the requirements in place through FAC 2005-40, effective April 22, 2010. THIS ACQUISITION IS SUBJECT TO AVAILABILITY OF FUNDS
