- PUBLIC NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER General Information Document Type: Purchase Order Posted Date: May 12, 2010 Set Aside: N/A Contracting Office Address Department of Commerce, NOAA, National Marine Fisheries Service, Auke Bay Laboratories, Ted Stevens Marine Research Institute, 17109 Pt. Lena Loop Rd, Juneau, AK 99801. Description The National Marine Fisheries Service (NMFS) intends to issue a sole source award utilizing Simplified Acquisition Procedures to the University of Rhode Island for 8 tasks pertaining to the North Pacific Polar Front for a Fisheries And The Environment (FATE) project. The award will be issued to University of Rhode Island c/o Dr. Belkin. Dr. Belkin developed the tester of the algorithm known as the Belkin-O'Reilly algorithm or BOA and has proprietary authorship of the BOA. Given his proprietary authorship of the BOA, his extensive oceanographic field experience (5 years net time at sea, mostly in subpolar and polar regions), his extensive background in analyzing oceanic fronts (29 years with in situ data and 12 years with satellite data), and his peer-reviewed performance on the NPPF (6 articles), Dr. Belkin is the only scientist qualified at this time to provide the required analyses of this project. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. All sources eligible to provide this supply must respond in writing, response must be supported by clear and convincing evidence to clearly be able to provide services for products outlined above. A request for documentation will not be considered an affirmative response. If no responses are received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
