- SUBJECT - Virtual Electronic Lifetime Record (VLER) Enterprise Program Management Office (EPMO) Support This award notice is for Informational Purposes Only. On April 27, 2010, the Department of Veterans Affairs, Office of Acquisition and Logistics, Contracting Office, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 awarded a contract on a basis of other than full and open competition for the Office of Information and Technology (OI&T), Virtual Electronic Lifetime Record (VLER) Enterprise Program Management Office (EPMO) Support. The Firm Fixed priced (FFP) contract, VA118-10-P-0054, in the amount of $4,979,322.44 was awarded to Avow Consulting Partners, Inc., 3307 Tuckaway Court, Oak Hill, Virginia 20171, a Service Disabled Veteran Owned Small Business. The synopsis number associated with this action is VA118-10-RP-0099. Requirements included: provide for the design, development, and implementation of a process for accessing all electronic records for all health, benefits, administrative and personnel data for the Department of Defense (DoD) and VA beneficiaries. The primary place of performance is the Veterans Affairs Central Office (VACO), 810 Vermont Ave, Washington, DC 20420. The period of performance is April 27, 2010 through April 26, 2011, plus two (2) twelve (12) month options and one (1) six (6) month option, if exercised. This effort was awarded under the Veterans First Contracting Program. The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1)(or 10 USC 2304(c) (1)) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-5 entitled, "Authorized or required by statute," pursuant to the authority of Public Law 109-461, codified at 38 U.S.C. 8127. The North American Industrial Classification (NAICS) for this effort is 541519.
