Description
The Office of Naval Research (ONR) intends to award a sole source purchase order under the authority of FAR 6.302-1 to Marine Acoustics, Inc. (MAI) in support of ONR Code 322MB. MAI shall conduct an acoustic impact analysis, based on the risk continuum methodology, of the marine resources potentially affected by the active acoustic sources to be deployed during the Gulf of Maine/Georges Bank 2010 Acoustic Experiment. MAI will also prepare the necessary environmental compliance (EC) documentation in accordance with ONR and pertinent Federal laws or regulations governing the use of underwater acoustic systems in waters of the United States. MAI has been selected for this Sole source award because it is the only firm known to have the expertise in the Navy required risk-continuum methodology. MAI possesses the only known combination of expertise, technology, and extensive experience developing an animal movement model, modeling and analyzing potential impacts to protected marine species associated with the use of underwater active acoustic sources, applying the risk continuum methodology to impact modeling and analysis, and using those impact analyses to prepare the requisite environmental compliance documentation. MAI has applied the modeled acoustic exposure data on marine mammals to the risk continuum and obtained potential risk factors for multiple Navy active sonar and source systems such as Surveillance Towed Array Sensor System (SURTASS) Low Frequency Active (LFA) sonar, tactical MFA sonar sources, and experimental sources. THE INTENT OF THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. This is not a Solicitation as the award is an intended Sole Source; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by ONR. NO SOLICITATION WILL BE ISSUED.
