TITLE - ARRAOS: Increasing Adoption of Early Intervention to Prevent Diabetes after Gestational DM. RECOVERY ACT - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER GSA's MOBIS CONTRACT (Schedule 874), UTILIZING PROCEDURES PRESCRIBED IN FAR PART 8.4. This project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the ARRA reporting requirements prescribed in FAR Part 52.204-11, American Recovery and Reinvestment Act Reporting Requirements. The intended procurement will be classified under the North American Industry Classification System (NAICS) code of 541611, Administrative Management and General Management Consulting Services. The small business size standard is $7M. This notification is not a request for quotations. Diabetes Mellitus is a priority condition identified in Comparative Effectiveness Research (CER). Currently 23.6 million children and adults in the United States have diabetes. An estimated 57 million or more people in the United States are a high risk of developing Type 2 diabetes. The Diabetes Prevention Program (DPP) and its follow-up study, the Diabetes Prevention Program Outcomes Study (DPPOS), demonstrated that the risk of developing Type 2 diabetes can be reduced in people identified at high risk, including a substantial cohort with gestational diabetes. Effective strategies to disseminate the DPP/DPPOS findings and decrease risk and prevent or delay the development of the disease across populations and in communities are needed. Women with a history of gestational diabetes provide a unique opportunity for identification of, and early intervention in, a high risk population. Gestational diabetes mellitus (GDM) is a form of diabetes that is first diagnosed during pregnancy. About 7 percent of all US pregnancies - about 200,000 each year - are complicated by gestational diabetes. Women who have been diagnosed with GDM are at a markedly increased risk of having it again during future pregnancies or developing type 2 diabetes later in life. The purpose of this procurement is a study focusing on one of the populations at highest risk for developing Type 2 diabetes, that will identify effective ways to bring this proven intervention into clinical practice and engage women with a history of GDM and their health care providers in lifestyle behavior changes and/or medical therapy to prevent or delay Type 2 diabetes. This solicitation will be a competitive acquisition based on a fixed price contract type. This opportunity is available only to contractors who are listed on the GSA MOBIS schedule. Please note that to be eligible for award of this project, prospective contractors must be registered in the Central Contractor Registration (CCR) system, and have completed and maintained current Online Representations and Certifications (ORCA) prior to the closing date of the solicitation.
