Description
NASA/JSC has a requirement for an outdoor teambuilding and supervised leadershipexpedition training course to provide the Astronaut Candidates with leadership, teamwork,and self care experience in a wilderness backpacking environment. The purpose is toexpose the crewmembers to and have them practice the leadership, teamwork, and expeditionbehaviors that have been determined to be most desirable in spaceflight. NASA/JSC intends to purchase this training from the National Outdoor Leadership School(NOLS) on a sole source basis.NOLS is currently the only known source with the abilityto meet our specific needs by providing a unique progression of leadership theory classesdelivered entirely in remote wilderness. NOLS offers teamwork and leadership training in a challenging outdoor environment and hasthe desired level of knowledge, expertise, and experience to conduct expedition andoutdoor leadership training. NOLS offers the combination of remoteness and focusedleadership skill development that provides distinct learning opportunities with synergiesfor teams facing extended space travel. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 26 May 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
