- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with FAR Parts 12 and 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-40. This is a small business set-aside. This is an open market combined synopsis/solicitation. All interested Contractors shall provide a firm fixed price quote, including any shipping charges, for the following: Part Number: X289A-R5 Description: NetApp Storage Drives, 450 GB, 15K RPM, 3Gb, SAS, R5 Quantity: 20 All items shall be delivered within 30 days of award. This requirement contains brand name specifications. The NSF data center storage architecture includes NetApp storage devices. The purpose of this acquisition is to obtain additional storage drives for the NetApp storage device. NetApp storage drives are configured for form and fit to be used in NetApp storage devices. No other manufacturer's storage drives are compatible with NSF's current NetApp storage devices. Therefore, the use of a brand name description is essential to the description of the requirement, because no other manufacturer's product will meet NSF's need. The Government will award an order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and other factors considered. Award will be made to the lowest priced offeror who is technically acceptable. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors must complete annual representations and certifications on-line at https://orca.bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications - Commercial Items (Aug 2009). If there are changes to the Annual Representations and Certifications, a written submission is required in accordance with paragraph b(2) of the provision.
