Description
SOURCES SOUGHT for Demil Environmental Furnaces Consulting: 1. Objective: This is a sources sought notice and should not be construed as a solicitation announcement. The submission of information is for planning purposes only. This Sources Sought requests information required before release of any potential requirement. The information in this Sources Sought notification is based on the best and most current information available to date. It is not the intent of the Rock Island Contracting Center to award a contract on the basis of this request for information or otherwise pay for the information sought. This information is subject to change and is not binding on the Government. Updated information may be provided in subsequent synopsis, if required. 2. Background: The Joint Munitions Command is seeking sources for a potential requirement for surveying and analyzing current Demil Furnace environmental processes and deriving new techniques to improve these processes. The intent of this sources sought is to obtain information which may be used in a solicitation for a Single Contract with the potential for one (1) option year. 3. Description of required services: a) The project will require a visit to four government facilities to examine, research and gather information about four different furnaces. A report is required for each site visit. This report shall contain information stating what the contractor has learn from the furnaces. b) Additionally, the contractor is expected to research three commercial sites to base a comparison between government and commercial furnaces. These sites can come from a variety of sources: hospitals, bio-waste disposal facilities, etc. A report is required for each site visit. This report shall contain information stating what the contractor has learn from the furnaces. c) The contractor is required to analyze current environmental practices used by the government and provide advice on what the government can do to improve these processes. The contractor is required to rank the importance of these improvements based on criteria provided by the technical team. The contractor shall support the improvements by preparing modifications to site safety plans and environmental permits. d) The contractor shall participate in a bi-weekly Integrated Product Team (IPT) meeting. A IPT is a team composed of representatives from appropriate functional disciplines working together to build successful programs, identify and resolve issues, and make sound and timely recommendations to facilitate decision making. The contractor shall provide data information and updates to other members present in the meetings. 4. Period of Performance: The period of performance for this potential effort is for 12 months from the date of award and will contain one option period for twelve months. 5. Place of Performance: Majority of this effort will take place at contractors own site; however, there will be some travel involved. The contractor will be expected to visit four government sites and three commercial sites to examine furnaces. Additionally, the contractor is expected to participate in a bi-weekly IPT meeting. 6. Pre-solicitation Activities: Please note, this is not a request for proposal. 7. Technical Requirements: a)Contractor must demonstrate a commitment to assign appropriately skilled and experienced individuals to the tasks. The contractor personal must have at a minimum. a.A representative with 24 semester hours in mathematics, engineering and/or quantitative analysis courses, 10 years or more cost analysis experience, and familiarity with Defense Department Data Sources. b.A Project Engineer with a minimum of 5 years military munitions demilitarization experience, a minimum 5 years incinerator/furnace experience, and a minimum of 5 years recent experience working with pollution abatement systems. b)Contractor shall provide an explanation as to what expertise and business approaches they would take to perform services described above. 8. Submission of Information: Please furnish the following information: a)Business name and address b)Name of company representative and their business titles. c)Cage code and business size (i.e. Small Business, Small Disadvantaged Business, Hub zone, Large Business etc.) d)Information that supports paragraph 7 In the event that two (2) or more qualified small businesses express an interest in this effort the Government reserves the right to restrict any potential solicitation to a small business set-aside. Please submit information by Close of Business 1600 CST, on 21 May 2010, to Rock Island Contracting Center, Attn: CCRC-IS, Mr. Matthew Ward, Bldg 60 3rd Floor, Rock Island, IL 61299-6500, or matthew.ward21@us.army.mil. This list may be used for future solicitations. No telephonic responses will be considered or accepted. This is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought Synopsis should not be construed as a commitment by the Government for any purpose. The Government does not intend to rank submittals or provide any reply to interested firms. Submittals will be used for market survey information only. There are no solicitation documents at this time.
