- Description(s): REQUEST FOR QUOTE: PLEASE READ REQUEST FOR QUOTE AND FOLLOW INSTRUCTIONS. Date: May 12, 2010 Classification Code: 66 - Instruments and Laboratory Equipment; NAICS 334519 - Other Measuring and Controlling Device Manufacturing. This procurement is for purchase of a CO Alarm Test Chamber for the Consumer Product Safety Commission. Solicitation Number: NC6100090926. DESCRIPTION OF ACTION: This is a combined synopsis/solicitation for the acquisition of a New CO Alarm Test Chamber for the Consumer Product Safety Commission (CPSC). The CPSC has a requirement to test and evaluate the performance of Carbon Monoxide Alarms in accordance with the requirements of UL 2034 (the Standard for Carbon Monoxide Alarms) and other consumer products. It is essential that the environment test chamber (including accessories such as the dehumidifier system, drain ports, etc.) be "air tight" with minimal leakage since potentially lethal concentrations of gases will be used. Controlled concentrations and quantities of carbon monoxide or other gases will be injected into the chamber and the response time and performance of the consumer product will be measured and evaluated for safety and protection in ordinary indoor locations of dwelling units, including recreational vehicles, mobile homes, and recreational boats with enclosed accommodation spaces and cockpit areas. The vendor shall manufacture and deliver the requested item within no more than one-hundred eighty (180) days. This combined synopsis/solicitation is prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6 (http://www.arnet.gov/far/current/html/Subpart 12_6.html#wp1088488) in conjunction with the policies and procedures for solicitation, evaluation and award prescribed under FAR Part 13 - Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. This announcement constitutes the only solicitation that will be released. A Quote from vendors in this business area is being requested and a written solicitation will not be issued. All amendments and any other official communications, if any, from the agency regarding this solicitation will be distributed via https://www.fbo.gov or by a means that provides access to the notice of proposed contract action through the Government-wide point of entry. Substitutions are not acceptable. A. This specification is for an environmental test chamber to be used for conformance testing of Residential Carbon Monoxide (CO) Alarms per UL Standard for Safety for Single and Multiple Station Carbon Monoxide Alarms, UL 2034, Third Edition, Dated February 28, 2008. The chamber shall meet the performance specifications provided below in Section D. B. Alternatives: Substitutions are not acceptable, unless either explicitly stated/requested, where options are noted, or where the bidder believes a reasonable alternative is available that can be shown to be equivalent to, or better than, the requirement as stated. The bidder's proposal must identify such recommendations, alternatives and/or deviations the bidder believes will provide an acceptable performance solution to the requirements. C. Design Phase: Due to the specialized, custom design and performance of this test chamber, the Government does not believe that most potential bidders would have an existing standard model or environmental test chamber product that would meet all of the technical requirements for this chamber. Therefore, potential bidders are expected to include in their proposal a design period to be determined by the bidder and a design review period by the Government for review and approval of the design (30 days from receipt of the bidder's design package). The Government believes that the design period for the bidder would not be expected to exceed 90 days in duration. D. Chamber Performance Specifications •1. Overall Size/Envelop Dimensions: The internal volume of the chamber shall be between 29 and 40 cubic feet, with a minimum internal width of 32 inches, a minimum internal height of 36 inches, and a minimum internal depth of 28 inches. Maximum exterior dimensions shall be no more than 60" wide, 72" deep and be no more than 92" tall. The maximum assembled installed height shall not exceed 100 inches including wheel assemblies. However, the height of the chamber shall be able to be adjustable to less than 7 feet to allow for movement thru doors when relocating the chamber. •2. Environmental Control Parameters: The chamber shall have electronic programmable temperature and humidity controllers capable of controlling the temperature of the chamber between -40ºF and 160ºF. The temperature shall be controlled and maintained to +/- 2 degree F of set point. Maximum heat load expected in the chamber to be used for establishing the heat removal capacity is 400 watts. •3. The dehumidification system shall be reasonably tight and shall be designed to not permit the loss of chamber test gasses to the adjacent work area OR the chamber shall have a means of controlled exhaust of gasses that have to be released to relieve pressure or in the dehumidification process. The control method should be fully explained in the vendor's proposal. System must be able to maintain minimum conditions as follows: either 10% relative humidity or between 10°F to 15°F dewpoint across the entire temperature range. The system may maintain one then switch to the other. System must be able to maintain maximum conditions as follows: 95% or greater relative humidity across the entire temperature range. Relative humidity shall be controlled and maintained to +/- 2% RH of set point. Note: Relative Humidity range must include the following key operating condition s: relative humidity of 95 ±2 percent at a temperature of 142 ±2°F), relative humidity of 10 ±2 percent at a temperature of 72 ±2°F. •4. The chamber shall be able to cycle between 32ºF and 120ºF from one extreme to the other in a time less than 60 minutes (increasing and decreasing), by mechanical means only. •5. The environmental humidity and temperature hold and rise time duration will be programmable. •6. Chamber will be able to maintain a minimum concentration uniformity of 95% throughout the chamber during continuous injection of between 10 cc/hr and approximate 4,000 cc/hr of CO or an appropriately similar range of SF 6. Test analyzer shall be accurate to within 2% full scale. The final equilibrium concentration in the chamber shall be no less than 20% of full scale for the mixing test. The vendor shall perform the mixing check using simultaneous sampling of at least 5 points in the chamber while injecting tracer gas (CO or SF 6 ) or use a cycled sampling method that will provide data for regression analysis of 5 sample locations. The chamber shall have all internal equipment that would normally be present. If removable baffles are supplied, testing should be performed with and without the baffles. Special equipment (such as local mixing fans) may be employed if included and installed within chamber as delivered. Results of tests will be supplied to CPSC for review after manufacture and before shipping of unit. •7. Local air velocities should be designed to be less than 1.5 ft/second throughout the full environmental range when measured using a handheld anemometer (or equivalent device with accuracy of 5% or better) within an area no less that 18"'x18"x 12" in the center of the chamber. Baffles or other devices may be used to reduce air velocities. However, vendor will insure they occupy no more that 20% of chamber volume. The vendor will submit report on the anticipated local air velocity in the chamber throughout operating range for a minimum of 60% of chamber volume and an area no less than 18"'x18"x 12" in the center of the chamber with the proposal, and submit a final test report after manufacture and before shipping unit. •8. Data Collection: Shall have a controller with touch screen system for ease of programming, and data acquisition. Additionally, exterior data ports, one Ethernet/Cat 6, one RS-232, one RS485 shall be provided so that the chamber conditions may be recorded by CPSC's external data acquisition system. These data ports connect the vendors' chamber sensors and are outputs. •a. Price as separate optional feature: The Ethernet, RS-232 and RS-485 ports will interface with CPSC's data acquisition and control computer system (DACS) that uses National Instruments' LabView software for data acquisition and control. The chamber temperature and relative humidity control system shall be capable of being controlled by signal inputs (digital or 0-10v analog) from the CPSC DACS, through the RS-232 and RS-485 ports. •9. The vendor shall provide two (2) 6" pass-through ports on the sides of the chamber and two (2) 4" pass-throughs. The 6" diameter pass-through ports must be able to accommodate multiple injection and sampling "Swagelok" bulkhead fittings and the "Ceramtec" fittings described below. The fittings are needed to connect injection and sampling tubing to the inside and outside of the chamber and permit the flow of sampling and injection gasses, and to pass electrical signals through the chamber walls. •a. These fittings would use the 6" and 4" pass-through ports. Multiple injection and sampling "Swagelok" bulkhead fittings shall be provided in accordance with the following schedule: If two doors are provided, the fittings shall be on the side of the chamber. If the chamber has only one door, the fittings may be located on the rear panel, or side panels. The fittings are needed to connect injection and sampling tubing to the inside and outside of the chamber and permit the flow of sampling and injection gases. • i. Injection fittings: twelve (12) ¼" nominal tubing size bulkhead fittings in a cluster. The fittings shall be spaced and/or configured to permit proper tightening and loosening of the stainless steel tubing compression nut. The fittings should use bored through bulkhead unions that terminate with quick-connects on the outside (see SS-QC4-B-400, SS-401-pc) or the chamber. • ii. Sampling fittings: six (6) ¼" nominal tubing sized bulkhead fittings in a cluster. The fittings shall be spaced and/or configured to permit proper tightening and loosening of the stainless steel tubing compression nut. The fittings should use bored through bulkhead unions) that terminate with quick-connects on the outside (see SS-QC4-B-400, SS-401-pc) or the chamber. •b. Price as separate Optional feature: These fittings would use the 6" pass-through ports. Multiple Ceramtec pass-through fittings ( part 18619-02-kf) that provide for up to 12 thermocouple signals (24 wires) to pass through the chamber wall and allow up to 12 voltage signals (24 wires - part 17182/81-01-kf) to pass through the wall. One pass-through would be provided for up to four DC power supply wires (17007-04-KF). The power supply connectors shall be designed to work with up to of 16 amps. These fittings shall be clustered separately from the others. •c. Glove Ports: Price as Optional Feature for use within specified temperature range to be designated in proposal: Gloves are Removable and ports sealable. Two feed through ports, located in the chamber door, with protective gloves designed to reach in chamber and turn off/on test devices while chamber is in operation. Must be resistant to test gases shown in table below, and are replaceable. •10. The chamber shall have the following features: •a. Refrigeration Pressure Gauges: Allowing operating pressures to be continuously monitored and provides early warning indicators in the event of a leak. •b. Electronic Humidity Sensor: electronic, solid state humidity sensor •c. Digital Input : connection panel and 8 inputs that can be configured to perform various controller functions (i.e. start, hold, resume or terminate a profile, advance steps, control customer event outputs, etc.) •d. Digital Outputs: 15 event outputs with connection panel & removable plug connectors. Designed to turn customer's electronic DUT's (devices under test) ON or OFF at various stages of the customer programmed test profile. Each output may also be configured to perform other operations including alarm or profile status indicators •e. Running Time Meter: that includes a non-resettable display which will accumulate the system running time for routine maintenance and planning purposes. •11. IEEE-488 Computer Interface: A parallel interface can be provided for interface with IEEE-488 parallel instrument control buss. A standard IEEE-488 connector is provided for easy connection to adjacent test equipment. •12. The chamber shall be furnished with heavy duty casters, have latching and gasketed insulated door with high performance multi-pane, window that prevents condensation and allows for viewing items in the chamber under test. Requires interior light to illuminate chamber workspace. The wheels shall have locking features. Report detailing wattage and lumens shall be provided with proposal. •13. The unit may have either one or two doors. If supplied with two doors they would be on opposite sides of the chamber. Each door, when open shall provide full width free and unencumbered access to the interior of the chamber similar to CPSC's existing Lunaire Model CE0932W-4 that this chamber will be replacing. •14. A viewing panel will be provided on each door. Each viewing panel shall have a minimum area of 500 square inches and a width of at least 18 inches. If two doors are supplied two viewing panels will be required on two opposite sides of the chamber. •15. The interior of the chamber shall be stainless steel. The exterior may be stainless steel, polished aluminum, baked on paint over steel, or formed sheet steel with powder coat finish or textured polyurethane paint. •16. The chamber shall be equipped with a shelf support system capable of positioning and holding at least two internal shelf units. Each shelf unit shall be individually removable. •17. A condensate collection and transport system shall be provided to collect and transport internal condensate away from the chamber. A condensate pump shall be provided. The pump shall be capable of transporting condensate to a height of 15 feet to a distance of 50 feet through tubing (diameter of tubing should be less than 1 "). •18. A water filtration system and conditioning system to de-ionize water shall be provided as needed for the humidity control system. •19. The chamber and connected systems shall be reasonably tight to ensure safe operation. The Chamber will be able to maintain carbon monoxide concentrations of up to 10,000 ppm without exceeding 35 ppm background levels within 1-2 ft of the chamber, throughout its full operational cycle and range of temperatures, assuming an air exchange rate of 1-3 in the room in which the chamber is located. The chamber is required to have an air change per hr rate (ACH) of 0.15 or less due to leakage. The overall ACH may be higher if venting of chamber gasses is controlled and can be exhausted through exhaust lines. Report of tests results shall be supplied to CPSC for review after manufacture and before shipping of unit. Report of anticipated ACH will be supplied with the proposal. •20. Two switched 120V receptacles designed to work in the maximum humidity environment shall be furnished inside of the chamber, one on each side. Each duplex pair shall be powered from separate 20 amp circuits. •21. Power Source: The chamber should be designed to operate on either a 120/208V, single phase, 30amp circuit, or a 120/208v, 3 phase 15 amp circuit and able to be connected through a single cord connected plug. The CPSC lab will have available two electric power supply options as follows: 208v/1phase or 208v 3phase circuits. Cord provided with cord connected plug shall be a minimum of 8 feet in length where it exits the chamber and fitted with an appropriate 15-15r or 14-30r plug. The specific power option shall be identified clearly in the offer. •22. A master on/off switch shall be provided •23. High and low temperature audible alarms shall be provided •24. High and low relative humidity audible alarms shall be provided •25. Means shall be provided for silencing audible alarms •26. All bulkhead fittings shall be clearly labeled. •27. Six (6) spare water treatment and filtration filters shall be provided - if required by unit •28. Two three (3) inch ID diameter 18 gauge or thicker stainless steel fittings shall be provided into the top of the chamber compartment, at least 6" apart. These openings will be used to quickly exhaust the chamber. Each duct fitting shall extend into the chamber. One fitting will be used for exhaust gas/venting/purging and one will be used for fresh air makeup when venting/purging the chamber. Each of the 3" fittings shall be furnished with an electrically operated air tight valve that shall be capable of being opened and closed from the main control unit and remotely through the data interface ports. The valves for the control of make up and exhaust air may be located external to the chamber compartment but should be located so that they may be easily replaced in the event of a valve or valve operator malfunction. The 3 inch supply and exhaust lines shall extend out the top of the chamber from the valves and clear the chamber exterior surfaces by at least 6 inches to provide sufficient length for connection to the lab exhaust system. A manual override switch shall be provided for each to permit the opening or closing of each valve. The valves shall be capable of being operated independently. To meet other physical requirements the make up air and exhaust ducting supplied may exit the chamber exterior surfaces horizontally as long as the overall dimensional requirements are met. Alternate venting and make up air approaches may be proposed for Government consideration •29. The chamber shall be designed so that significant condensation does not form on the exterior surfaces that significantly degrades visibility. •30. The interior surfaces in contact with the chamber conditioned air shall be resistant to the following substances that would be introduced individually into the chamber at these maximum concentrations per UL 2034. Vendor shall submit design proposal for review prior to manufacturing. •33. Vendor shall supply 120 days of installation and operations support by phone or internet. •34. Price as a separate option: Onsite installation and onsite startup operations support. •35. Other Requirements a. Factory Testing: The unit shall be pressure tested at the factory and certified to leak tightness. Capping of the Swagelok fittings and water sealing of P-traps is permitted. b.
