SF30 and supporting documentation for amendment to Combined Synopsis/Solicitation =========================================================================== *****Amendment 002***** SF30 and Supporting Documentation for Amendment of Combined Synopsis/Solicitation attached. =========================================================================== This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM19-10-T-0015 and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-40 dated April 22, 2010. The North American Industrial Classification System (NAICS) code is 561311, and the small business size standard is $7.0 million. This procurement is unrestricted, allowing both large and small business to submit quotations. In support of the Office of Personnel Management’s mission, “recruiting, retaining, and honoring a World-Class workforce to serve the American people”, OPM requires the services of a contractor to provide the recruitment and screening of diverse and disabled students for referral to OPM for developmental assignments as student interns in various offices at the Office of Personnel Management’s (OPM) Headquarters building located at 1900 E Street, N.W. Washington, DC. OPM intends to award one Firm Fixed Price Blanket Purchase Agreement (BPA) with an annual not-to-exceed limit to the offeror that represents the best value to the government. The period of performance shall be five years (base year plus four (4) one-year option periods) from date of award. It is anticipated that award will be made on or about July 16, 2010. Offerors are invited to submit their quotations to the Office of Personnel Management’s (OPM) Contracting Group in response to this notice by 12:00 PM Eastern Standard Time (EST), June 4, 2010. Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to John.Dismond@opm.gov. Only e-mailed requests for additional information will be accepted at john.dismond@opm.gov through 12:00 PM, EST, April 7, 2010. Note: communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement. In accordance with Title 38, United States Code, Section 4212(d), the U.S. Department of Labor (DOL), Veterans' Employment and Training Service (VETS) collects and compiles data on the Federal Contractor Program Veterans' Employment Report (VETS-100 Report) from Federal contractors and subcontractors who receive Federal contracts that meet the threshold amount of $25,000 or more prior to December 1, 2003 or $100,000 on or after December 1, 2003. The VETS-100/100A reporting cycle begins annually on August 1 and ends September 30. Vendors not registered in the Central Contractor Registration (CCR) database and not registered in the VETS-100 database at the time the requirement is to be awarded will not be considered.
