Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 Streamlined solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 6. This is a Request for Quotation (RFQ). Work to include removing approximately one and one-half acres of accumulated deadwood, fallen and hazardous trees from the Home Farm and Mansion landscape of Hampton National Historic SiteCONFIDENTIALITYThe information developed under this task order is the property of the U.S. government and shall be kept in strict confidence.PERFORMANCE PERIODThe work shall begin following issuance of the delivery/task order, proceed in accordance with the schedule for submittals, and be completed no later than December 31, 2010. POINTS OF CONTACT: Contracting Officer's Representative (COR): Paul BitzelI.General Information Hampton National Historic Site (NHS) is a 63-acre unit of the National Park Service in Baltimore County, Maryland, about 13 miles north of downtown Baltimore. It is the remnant of a 24,000-acre industrial and agricultural estate amassed and stewarded by one Maryland family- the Ridgely family- during more than 200 years of America's development as a nation, from before the Revolutionary War until after World War II. The present site encompasses the family mansion. With its formal gardens and grounds and their support buildings, and the farm house, dairy, slave and servants' quarters and other remains of the home farm, this supported the needs of the mansion and the workers in its immediate area. B.Project Description The purpose of this project is to remove approximately one and one-half acres of accumulated deadwood, fallen and hazardous trees from the Home Farm and Mansion landscape of Hampton National Historic Site. In addition, the project involves the removal of woody and non-woody invasive plant species, including Russian honeysuckle, Ailanthus, Multiflora rose; bittersweet that has become established in the park. Because of the historic nature of the site's cultural and natural resources, special care in the selection, type and use of equipment is critical for successful completion of this project. SCOPE OF WORKPART 1: SCOPEA.The Contractor shall furnish all equipment and sufficient personnel for tree pruning, removal, stump grinding, brush clearing and all related incidental work as in accordance with the bid schedule and specifications stated herein. Therefore, any items not specifically noted, but necessary for performance in accordance with accepted industry standards, shall be furnished under this contract. B.Nearly all trees and brush is located within developed areas of the Hampton Farm Property containing high densities of pedestrians, vehicles, utilities, and structures. GENERAL PROVISIONSProfessional Qualifications:A.All work shall be under the direction and general supervision of an Arborist(s) certified by the International Society of Arboriculture (ISA) or equivalent state certification who posses verifiable experience as a full time direct supervisor of shade tree maintenance and climbing work crews and technical competence in tree physiology, identification, diagnosis of disorders, and current tree care and safety practices in accordance with accepted industry standards. B.The Certified Arborist shall be on the job site at all times and shall be the primary contact with the Government's technical representative responsible for controlling the quality of work and inspecting all completed work to ensure that contract performance requirements are met. C.All tree workers shall, through related training and on the job experience, be familiar with the technical aspects and hazards of tree maintenance work and equipment used in such operations. All tree workers shall abide by any code of ethics or professional conduct established by the Tree Care Industry Association and the International Society of Arboriculture. EQUIPMENT REQUIREMENTS:A.All equipment must meet all federal OSHA, state and local safety requirements and must be properly licensed. This includes equipment such as bucket trucks, aerial lifts, chipper trucks, wood trucks, stump grinders etc. which may be needed to correctly perform tree pruning and removal in accordance with the specifications stated herein. B.Due to the historic nature of the site's cultural and natural resources, the contractor shall exercise extreme care in the use and operation of equipment needed to complete this work in order to protect known and unknown resources within the worksite. REPORTS:The contractor shall note and report to the COR in writing the presence of any structural weakness, girdling roots, disease conditions, decayed trunk or branches, and split crotches or branches or any other hazardous condition that has potential for damage to property or personal injury that cannot be corrected within the scope of work described herein. SCHEDULING AND COORDINATION:A.Prior to commencing work the contractor is responsible for inspecting all affected trees to ensure that the prescribed work is in accordance with the scope of the specifications stated herein. B.The Contracting Officer's Representative will be responsible for acting on behalf of the Contracting Officer on all matters of work within the scope of the contract. Approval of work beyond the scope of the contract (i.e.: cabling and bracing, wound treatment, technical removals requiring the use of a crane etc.) is reserved for the Contracting Officer. The contractor is responsible for notifying the COR in writing all work that is beyond the scope of the contract and include a proposal for performing the prescribed work that includes a breakdown with unit prices for labor, materials, and equipment required to ensure that the tree can be safely removed and/or the hazards corrected. The COR will evaluate the proposal and if valid will seek approval from the Contracting Officer. Failure of the contractor to obtain the approval of the Contracting Officer for work beyond the scope of the contract will release the government from any obligation to pay for services claimed. C.The contractor shall notify the COR 48 hours prior to beginning any work. Work shall be performed between the hours of 7:00 a.m. and 3:30 p.m., Monday through Friday, Federal holidays excluded, unless authorized in writing by the COR. D.Once work begins the contractor is expected to be on the job site each day in which weather conditions are favorable as determined by the COR or designated park representative. E.If, at any time, the COR determines that the work is unsatisfactory or being conducted in an unsafe manner, the contractor will be notified and shall immediately cease all work activities. SAFETY:A.All operations shall be conducted in accordance with ANSI Z133.1-2006 Safety Requirements for Pruning, Trimming, Repairing, Maintaining and Removing Trees and Cutting Brush and all federal OSHA, state and local safety requirements. WORK AREA:Contractor shall confine his work, the storage of materials and equipment, the parking of vehicles, and all other operations in connection with this contract to the specified hours and work areas approved by the COR. The Contractor shall not permit heavy equipment or vehicles or the stock piling of heavy materials off hard surface roads without the expressed permission of the COR. Limited activity may take place within the root protection area with the expressed permission of the COR in areas determined to be safe from excessive damage. The root protection area is defined as an area equal to a radius of 1.5 feet for each inch of diameter at breast height (dbh) (i.e.: a 10 inch dbh tree will have a root protection area equal to 15 feet from the main trunk in all directions). All damage resulting from such operations shall be repaired to its original condition or to the satisfaction of the COR at no additional cost to the Government. RESPONSIBILITY REGARDING EXISTING STRUCTURES, UTILITIES, EXISTING PLANT MATERIAL AND OTHER LANDSCAPE FEATURES, INCLUDING ARCHEOLOGICAL FEATURES AND ASSETS:A.The contractor will be held responsible for any damages to, and for maintenance and protection of existing structures, both obvious and apparent, and those obscured by vegetation. Contractor shall proceed cautiously in order to avoid damage to these resources in performance of work. Contractor shall patch, repair or replace portions of sidewalks, curbs, gutters, streets, manholes, and the like that are damaged in connection with work under this contract or as a result of operations there under. Materials and methods shall conform to the current standards for the area damaged, match existing on-site materials, shall meet the approval of all cognizant officials and the COR. All damaged areas shall make smooth, satisfactory, and imperceptible transitions to existing adjacent work, and shall be performed without additional expense to the NPS.B.The contractor will be held responsible for any damages to, and for maintenance and protection of existing utilities. The existence and location of underground utilities shall be investigated and verified in the field by the contractor before starting work. To locate utilities in the field, contact Miss Utility on 1-800-257-7777, forty eight (48) hours in advance of work. C.The contractor shall preserve and protect all existing vegetation such as trees, shrubs, and grass areas on or adjacent to trees being pruned or removed which do not reasonably interfere with work. The contractor shall be responsible for all unauthorized cutting or damage to trees and shrubs, including damage due to careless operation of equipment, stockpiling of materials or tracking of grass and other surfaced areas by equipment. Such damaged areas or materials shall be restored, repaired or replaced by the contractor, as directed by the COR, at no additional cost to the Government. Unauthorized cutting or damage to trees will be subject to liquidated damages in accordance with the Guide for Plant Appraisal (9th edition, 2000) authored by the Council of Tree and Landscape Appraisers and the Mid-Atlantic Tree Species Rating Guide developed by the Mid-Atlantic Chapter of International Society of Arboriculture. The 2002 value is $42.50 per cross sectional square inch putting a base value for a 32" "specimen" elm at $34,600. CLEANUP AND RESTORATION:The contractor will be required to furnish all labor, materials, and equipment for daily cleanup and restoration of all disturbed areas during the course of this contract. All wood, debris, and chippings generated through this contract shall be removed daily from the site. Areas cleared of deadwood, trees and brush shall be raked as clean as practical. PART 3: EXECUTIONPRUNING:ScopeThe work to be performed under this section shall include pruning trees in accordance with the American National Standard for Tree Care Operations - Tree, Shrub, and Other Woody Plant Maintenance - Standard Practices, ANSI A300 (Part 1) -2000 Pruning. REMOVALSScopeThe work to be performed under this section shall include removing trees in accordance with the American National Standard for Arboricultural Operations - Pruning, Repairing, Maintaining and Removing Trees and Cutting Brush - Safety Requirements - ANSI Z133.1-2006.
