- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance with FAR 6.302-1, the Government intends to award a sole source contract for services to support the PEO Aviation Cargo Helicopters Users Conference to be held in Huntsville, Alabama from 19-21 October 2010. City of Huntsville Von Braun Center has been identified as the only source that can satisfy the agencys needs. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The associated NAICS code is 561990 and the small business size standard is $7Million. The small Business Competitiveness Demonstration Program is not applicable. Requirements: 1. Registration and Support Area Equipment. On site conference registration will take place during 18-20 October 2010. The contractor shall provide a registration area with six (6) tables and two (2) chairs per table. 2. Main Meeting Conference Room & Support Equipment. The contractor shall provide one main meeting conference room to accommodate 500 people in classroom-type seating and a stage area that is approximately 16 x 20 for the conference speakers. The contractor shall set up the main meeting conference room prior to the times shown above and shall provide: a. Three (3) screens of a size large enough to be easily visible to all attendees. b. Four (4) wireless lapel microphones c. Two (2) handheld microphones d. Three (3) projectors, one podium with microphone and light e. Audiovisual tables for the projectors and an additional table and chairs for a minimum of two (2) audiovisual technicians throughout the conference. 3. Large Breakout Conference Rooms & Support Equipment. The contractor shall provide four (4) breakout rooms to accommodate 50 people each during the times listed below. Each room shall have high speed internet access (hardwire drop), classroom seating, one projector, and one screen. 4. Small Breakout Conference Rooms & Support Equipment. The contractor shall provide twelve (12) breakout rooms to accommodate 20 people each during the times listed below. Each room shall have classroom seating, one projector, and one screen. Internet access is not required. 5. Internet Access. In addition to high speed internet access for the four (4) breakout rooms required by paragraph 3. 6. Exhibit Hall. The contractor shall provide exhibit hall space to accommodate approximately 80,000 square feet of displays/equipment and shall provide approximately 85 commercial and government booths for each day of the conference. The exact number of booths required shall be provided to the contractor at least one week prior to the conference. The contractor shall also ensure that all booths are set up prior to 7:00 AM on Tuesday, 19 October 2010. 7. Security. a. The contractor shall provide adequate security for aircraft during arrival and departure at the Exhibit Hall. Approximate times will be provided prior to the Conference. b. The contractor shall provide security during regular Conference hours. 8. Parking. The contractor shall provide on-site parking for conference attendees. 9. Catering Services. The contractor shall provide the following light refreshment, food, and beverage items. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors Commercial. The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items. 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability and price. Award will be made to the lowest price technically acceptable offer. This solicitation is issued as a Request for Quote (RFQ). In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
