- SOW RECOVERY - In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act of 2009 (ARRA), Public Law 111-5, the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a noncompetitive basis with the Front Range GigaPop (FRGP) to acquire high-speed fiber optic connectivity to support NOAA's high performance computing (HPC), voice, video and data communication requirements in the northeastern region of NOAA's National Research Network (NRN). Physical connectivity, installation and monthly reoccurring charges for origination and termination of each circuit is also included in this acquisition. NOAA currently acquires its high-speed fiber optic connectivity through its membership with several regional research consortiums, including the FRGP. As a member of these consortiums, NOAA was granted privileged use of their optical networks. This acquisition is proposed between the government and the University Corporation for Atmospheric Research (UCAR) located in Boulder, Colorado, who manages and operates the FRGP. NOAA requires high-speed fiber optic connectivity to the Internet2 and National Lambda Rail Research networks for NOAA High Performance Computing resources in the Rocky Mountain Front Range region of the United States that satisfies all of the following: 1. Access to the lowest latency, highest capacity, highest quality data transfer throughput available for the lowest possible price; 2. Leverages NOAA's current investment in its optical network infrastructure, maximizing its return-on-investment (ROI); 3. Leverages NOAA's substantial research investment as a long standing member of multiple research consortiums; 4. Leverages NOAA's current and future network access privileges granted through consortium "Indefeasible Right of Use" agreements (IRUs); 5. Maintains NOAA's leadership role within the national, next-generation internet research community; 6. Honors NOAA's long standing commitments to its consortium partners and reduces adverse impacts on consortium members; 7. Leverages current unallocated capacity to communicate with multiple organizations within the optical network; 8. Provides high data integrity and data security. 9. Opportunity and advantage to collaborate with federal agencies, labs, non-profit organizations, universities, libraries, and technology and information service providers throughout the United States. Network connectivity and associated services required include: 1. Update the Bi-State Optical Network (BiSON) Northern Route fiber segments between Boulder, Longmont, Fort Collins, Laramie, Stateline, Platteville, and Denver to provide 10/40/100G capability over current 1/10G. 2. In support of the BiSON fiber segments update, purchase, or contract for, equipment, maintenance, network engineering support, and other incidental services necessary for successful upgrade. 3. Provision NOAA required 10/40/100G dedicated waves via the updated BiSON fiber segment. 4. Contract for fiber builds as required for BiSON upgrade and maintenance purposes. 5. Contract for collocation and cross connects within the suite at 1850 Pearl St., Denver, CO, including all maintenance, hardware, and engineering required in order to interconnect NOAA NRN hardware with FRGP, BiSON, NLR and I2 hardware. 6. Purchase or contract for, National LambdaRail, NLR network services and operational expenses necessary to provide the NLR network services required including related layer one, layer two, and layer three services for NOAA. The Government intends to negotiate a cost reimbursement type modification to the existing University Corporation for Atmospheric Research (UCAR) contract number RA133R10CN0071 for additional FRGP services. The NAICS code for this procurement is 541990 with a corresponding size standard of $6.5M. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. It is the Government's belief that only the Front Range GigaPop regional network consortium can provide these required services. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to furnish high-speed fiber optic connectivity capable of meeting the previously cited requirements. Seamless integration of the connectivity into NOAA Research Network is required. Vendors must include in its response, an explanation, in explicit detail, of its plan to implement and manage a seamless integration with the existing NOAA Research Network. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion.
