Description
NASA/Ames Research Center (ARC) plans to issue a Request for Quote (RFQ) for thelong-lead development of carbon phenolic (CP) Thermal Protection Systems (TPS) for futurerobotic scientific missions. Mission studies underway at NASA include near term missionsto Venus within this decade to deploy landed experiments, balloons and probes.Insupport of the decadal survey to assess missions in the next decade, NASA has beenlooking at probes to the Outer Planets including Saturn and Neptune as well as high speedsample return missions from Enceladus.A Mars Sample Return mission is currently beingconsidered for a mission in the next decade. All of these missions require a robust heatshield TPS with the size of the entry system ranging from 1 to 3.5 meters in diameter. The TPS community believes that the primary candidate for these missions is theDoD-developed FM 5055 G carbon phenolic that was used for both the Pioneer-Venus (PV) andGalileo entry probes. The launch time frame for the near term missions (2016 launch) tolong-term missions (2025 launch) also requires that the TPS solutions for both the nearand longer term missions be maintainable. The intent of this RFQ will be to obtain data from industry in order to plan a five yearCP manufacturing and maturation plan that will have opportunities to meet near termmissions and also support the longer term missions with heritage CP (HCP). In addition to exploring heat shields made of HCP using Avtex rayon, there is alsointerest in alternate carbon phenolic composites (alternate sources of carbon cloth) thatwould have performance capability and robustness to meet NASAs future missionrequirements. NASAs current goal is to have industry establish a standing capability to provide heatshields for its multiple exploration missions across the next several decades. It is anticipated that NASA/ARC will issue multiple awards from this RFQ.A Preliminary Heat Shield Implementation Plan (PHIP) is anticipated to be required fromall offerors as part of their proposal submission. This information will help NASA tounderstand the current capabilities of each respective offeror to provide all elements ofentry grade carbon phenolic including raw materials, manufacture of test articles,material testing capabilities and full scale manufacturing demonstration units (MDUs).A Detailed Heat Shield Implementation Plan (DHIP) (a finalized version of the PHIP) willbe a contract deliverable. It is also anticipated that the resulting contract will include the delivery of testarticles of chop molded carbon phenolic (CMCP) made from a common prepreg that will bemade in accordance to the FM 5055 G specifications using a suitable alternate to Avtexfor the carbonized rayon, phenolic resin and carbon powder filler.This procurement is being conducted under Simplified Acquisition Procedures (SAP).The Government does not intend to acquire a commercial item using FAR Part 12.See note26.The NAICS Code and Size Standard are 336419 and 1,000, respectively.The anticipated release date of RFQ NNA10337428-EMS is on or about May 27, 2010 with ananticipated quote due date of on or about June 28, 2010.All responsible sources may submit a quote which shall be considered by the agency.An ombudsman has been appointed - See NASA Specific Note 'B'.The solicitation and any documents related to this procurement will be available over theInternet.
