- The proposed contract is 100% set aside for small business concerns full and open competition applies, The AMC/AMSC is 1/G All responsible sources that meet the basic requirements may submit an offer/quote which shall be considered. The subject requirement is for acquisition of (1) NSN: 4730-01-138-7152, Coupling Half, Quick Disconnect without self closing feature. I/A/W Drawing number 81361 C5-19-1900 Type Number: C5-19-1900-1. Critical Application Item. First Article Testing and source inspection applies. There are two sources waived from the FAT requirement: (81361) EDGEWOOD CHEMICAL and (91561) PARKER-HANNIFIN Any item previously tested I/A/W FAT qualification requirement may not require further testing except for a later change in design, manufacturing procedures, or testing requirements. A certification of conformance with previous test results attesting applicability shall be submitted for items previously tested. The intent is to award an indefinite quantity type contract for a one year base and three option years. Solicitation and NSN will be available for download on the Internet at https://www.dibbs.bsm.dla.mil. on its issue date. Hard copies of this solicitation are not available. Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Product Lists, Military Handbooks, and other standardization documents from the DoD Single Stock Point (DODSSP), in Philadelphia, PA. Most documents are available in Adobe PDF format from the ASSIST database via the Internet at http://assist.daps.dla.mil/. Users may search for documents using the ASSIST-Quick Search and, in most cases, download the documents directly via the Internet using standard browser software. Documents not available for downloading from ASSIST can be ordered from the DODSSP using the ASSIST Shopping Wizard, after establishing a DODSSP Customer Account by following the registration procedures or by phoning the DoDSSP Special Assistance Desk at (215) 697-6396/6257 (DSN: 442-6396/6257). Patterns, Drawings, Deviations Lists, Purchase Descriptions, etc., are not stocked at the DODSSP. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 10 days of this notice. The “unit of issue” is “EA”. The delivery for this acquisition will be on an “FOB” bases. While price may be a significant factor in the evaluation of offers, the final award decision will be based on a combination of price, delivery, and past performance and other evaluation factors as described in the solicitation. The delivery is 180 days (not including FAT test and delivery if required). The quantity is 14,874 for based year. Total qty including all options 59,496.
