- RECOVERY - In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act of 2009, Pub. L. 111-5, the Government posts this notice of intent to issue a Request for Proposal (RFP). This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. A written solicitation will not be issued. This solicitation is being issued as a RFQ #Q5221100023. The U.S. Department of the Interior, National Park Service, Chickamauga & Chattanooga National Military Park, located in Fort Oglethorpe, Georgia, has a requirement to purchase 8,700 10 ft long stackable, (no tenons) Cedar Fence Rails and to have them delivered. This solicitation is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 321114 and the size standard is 500 employees.The Government intends to award a firm fixed price contract in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. Receipt of the award is contingent on the recipient's meeting the requirements in Section 1512 of the Recovery Act."Description of Services. The contractor shall purchase and delivery the Cedar Fence Rail to the following address: Chickamauga & Chattanooga National Military Park 3370 Lafayette Road, Ft Oglethorpe, Georgia 30742 Contact: Jim Szyjkowski 423 752 5213 x121 The FOB point will be Destination. "FOB Destination" means that all costs for transportation or freight from the shipping point shall be paid by the contractor and included as a separate line item. The total price should include all shipping cost. The following provisions and clauses apply to this procurement: FAR 52.212-01 Instructions to Offerors - Commercial Items; FAR 52.212-02, Evaluation - Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision: Quotes will be evaluated based on best value to the Government, which will result from low price. The following Recovery Act clauses also apply: FAR 52.203-15; FAR 52.204-11; FAR 52.212-04; 52.212-05; 52.213-04; FAR 52.214-26; FAR 52.215-02; FAR 52.225-21 through 52.225-24; and FAR 52.244-6. Quotes shall be submitted in writing on company letterhead and must include the RFQ number, the company name, a point of contact, address, phone number, fax number, e-mail address, DUNS number, delivery period, unit price, extended price, and any prompt payment discount terms.
