- CONTINUATION PAGE Solicitation #VA241-10-RA-0026, Correct Corrosion and Upgrade Water Tower Amendment #00025/13/2010 General Information 1.Incorporate FAR Clause 52.211-18 Variation In Estimated Quantity (APR 1984). 2.Bid Opening date/time is changed to May 20, 2010 10:00 a.m. local time, Room N129, Bldg 1, Department of Veterans Affairs Medical Center, 718 Smyth Rd. Manchester, NH 03104. RFI's 1) Since the degree of metal loss is unknown: - Is it possible to obtain the inspection report for review? Can it be placed on FBO? Response - THE CONTRACTOR SHALL BID THE PROJECT AS SHOWN ON THE PLANS AND SPECIFICATIONS. THE DEGREE OF METAL LOSS HAS ALREADY BEEN ACCOUNTED FOR IN THE PLANS AND SPECIFICATIONS. - Is it possible to obtain the interior video clip for review? Response - THE CONTRACTOR SHALL BID THE PROJECT AS SHOWN ON THE PLANS AND SPECIFICATIONS. THE DEGREE OF METAL LOSS HAS ALREADY BEEN ACCOUNTED FOR IN THE PLANS AND SPECIFICATIONS. - Is it possible to schedule a time to climb the tank to inspect the interior? Response - THE CONTRACTOR SHALL BID THE PROJECT AS SHOWN ON THE PLANS AND SPECIFICATIONS. THE DEGREE OF METAL LOSS HAS ALREADY BEEN ACCOUNTED FOR IN THE PLANS AND SPECIFICATIONS. 2) Spec Drawing sheet S200 indicates "patch interior of tank with epoxy filler (Tnemec Series 63-1500, or equal) at all areas of pitting greater than 1/8" depth". Is this what Bid Item 2 is for and is it limited to only this? Response - NO. SEE DIVISION 9 SPECIFICATIONS. THERE ARE ADDITIONAL AREAS WHERE THIS REQUIREMENT APPLIES. 3) Communication Equipment: Will the VA be responsible to remove all antenna and all cabling from the tank ? Will all equipment on the tank, both antennas, cables, and cable trays, be removed in order to have access to the open lattice leg columns? Will any of the communication equipment on the ground be removed? Who will be responsible for protecting any communication equipment left at the sight? Response - All cell antennas, cable, trays, equipment, and utility cabinets/buildings will be removed by the cellular companies before the start of the project. An underground conduit and electrical handhole will remain. It's not expected that the underground conduit and handhole will affect the work, but if they do, the contractor is responsible to protect them. 4) Is Bid Item 3 limited only to the structural repairs outlined in the Drawings? Response - SEE ALSO DIVISIONS 5 AND 7 OF THE SPECIFICATIONS. 5) Is Bid Item 4 limited to the single valve pit as described in D100 of Drawings? Response - YES. 6) Because of the extensive corrosion on the tank roof and if during the blasting process to a SSPC SP 10 and it becomes apparent that steel will need to be replaced. Will this be covered under a change order? Response - PER THE CONTRACT DOCUMENTS, "AFTER SURFACE CLEANING HAS BEEN COMPLETED, USE EPOXY FILLER TO REPAIR ALL AREAS OF THE STEEL SHELL THAT ARE LESS THAN 1/8 IN. THICK (OR HAVE LOST 1/8 IN. THICKNESS). PRIMER ALL REPAIRED AREAS PRIOR TO INSTALLATION OF FINISH COATING SURFACE". 7) Will we be allowed to use the surrounding parking area for some of our equipment? Response - The contractor will be able to use Parking Lot C (as indicated on Drawing D100) for equipment storage or as a lay-down area. No other parking area will be available to the contractor for construction activities. 8) Question #1, Are the Pictures/Video available for downloading? Response - THE CONTRACTOR SHALL BID THE PROJECT AS SHOWN ON THE PLANS AND SPECIFICATIONS. THE DEGREE OF METAL LOSS HAS ALREADY BEEN ACCOUNTED FOR IN THE PLANS AND SPECIFICATIONS. See attached Photos of the interior of the water tank These pictures are only snapshots of the interior of the tank and should not be interpretted as being representative of the entire tank. The amount and scope of work for the interior of the water tank shall be as described in the plans and specs. 9) Question #2, Are any welded repairs expected on the interior of the tank? (Blueprint #S200 notes that "Patch interior of tank with epoxy filler at all areas of pitting Greater than 1/8 inch depth"). Response - We do not expect any welded repairs on the interior of the tank. The epoxy filler is the repair material stated for use in the repairs of the interior of the tank.
