Description
THIS SERVES AS A COMBINATION PUBLIC ANNOUNCEMENT/SCREENING INFORMATION REQUEST. 1. Introduction/Statement of IntentThe FAA intends to award a single source contract to FlightSafety International, Inc. New York2. Description of Supplies/ServicesInitial and Recurrent qualification training in the ATR-42/72 airplane, FAA Inspector Pilot Training.3. Period of Performance Period of performance is for a Base Year and two Optional Year Periods.4. Authority Authority for the single source procurement is provided by the FAA Acquisition Management System (AMS) policy section 3.2.2.4.5. Reasons for Single SourceIn accordance with the Flight Standards training requirements established by FAA policy and AFS-500 all training for FAA Inspectors should be obtained within an approved training program approved and monitored under the Federal Aviation Regulations, Part 121, 135, 141, or 142 as appropriate. As per the performance work statement and requirements of the Flight Standards Service, most FAA pilot/inspectors work with both the ATR-42 and the ATR-72. Course 28080, ATR-42/72 Differences/Recurrent, requires supplemental training to the contractor's approved ATR-42 Recurrent course to cover ATR-42 versus ATR-72 differences. This is addressed in both ground school and simulator training. The contractor is required to use both ATR-42 and ATR-72 simulators for this course. The Proficiency Check is to be conducted in the ATR-42. A check of the AFS-205 FAA National Simulator Program website list of qualified simulators and flight training devices shows the only operator with both an ATR-42 and ATR-72 simulator is FlightSafety International, Inc.6.
