- Justification for Other than Full and Open Competition (JOFOC) for DHS PIADC lease contract HSHQPD-10-L-00003 The United States Department of Homeland Security (DHS) Office of Procurement Operations (OPO), in support of the Directorate of Science and Technology (S&T) and on behalf of the Plum Island Animal Disease Center (PIADC) has negotiated and awarded a contract on a basis other than full and open competition to the Saybrook Point Inn, LLC in Old Saybrook, Connecticut, for the seasonal lease of 65 parking spaces for Connecticut-based federal and contractor personnel. This lease contract consists of a base year plus four (4) option years. As a reference, the Justification for Other than Full and Open Competition (JOFOC) is attached.
