Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NOTICE TEXT: New Jersey Army National Guard, U.S. Property & Fiscal Office. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation is being issued as a Request for Quote number W81FEE-0095-0001. (iii) The solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-018. (iv) This acquisition is for other than full and open competition to purchase Motorpool Safety Boards. The associated NAICS code for this acquisition is 423840 and the small business standard size is 100 employees. (v) Items: CLIN 0001 5 each Motorpool Safety Board to be in compliance with Army Regulation 385-10 and Technical Bulletin 385-4. Board shall contain 4'x8' steel (yellow) board with mounting holes for concrete walls, 1 each rescue stick with 6 foot pole, 1 each discharge tool with 6 foot ground, 1 each grounding cable 25 foot, 1 pair linesman gloves, 1 each 25' Halyard rope, 1 each First Aid Kit, 250 pair ear plugs with dispenser, 1 pair ear muff, 1 hard hat, 1 pack safety glasses, 1 flashlight & D-Cell batteries and 1 D-Cell flashlight mounting bracket. (vi) Delivery and acceptance is F.O.B. Destination at 3601 Technology Drive, Fort Dix, NJ 08640. (vii) The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial. (viii) FAR 52.212-2, Evaluation, Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Capability; (ii) Past Performance; (iii) Price. Price when compared to Technical Capability and Past Performance combined is less important. (ix) Offerors shall include a completed copy of FAR 52.212-3, Offerors Representations and Certifications-- Commercial Items, with their quotes. Offeror shall complete only paragraph (k) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (j) of this provision. A copy of the Offerors Representations and Certifications may be obtained from http://farsite.hill.af.mil/. (x) The following provision applies, FAR 52.212-4, Contract Terms and Conditions, Commercial Items. (xi) The following provision applies, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders. Award can only be made to contractors registered in Central Contractor Registration (http://www.ccr.gov). The following additional FAR clauses/ provisions apply, 52.211-6, 52.214-21, 52.232-33, and 52.252-1, and are filled-in; to read them see http://www.acqnet.gov/far/. (xii) The following DFARS clauses apply: 252.212-7000 and 252.212-7001. (xiii) Offers are due not later than 4:00 P.M. Eastern Daylight Time on 21 May 2010. Offers may be submitted via hand delivery, faxed or emailed, but it is the responsibility of the offeror to ensure it is received prior to the date and time specified above.
