Description
Notice Type: Sources Sought As prescribed in FAR 15.209(c), the following provision is inserted: IAW FAR 52.215-3. Request for Information (Oct 1997) (a) The Government does not intend to award a contract on the basis of this Request for Information (RFI), or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this RFI, your response will be as information only. It shall not be used as a proposal. This RFI is issued for the purpose of identifying information on a potential Small-Business (SB) competitive set-aside for the procurement of plastic sensor covers for the AAR-47 Missile Warning System. PMA-272 has a requirement for 4,000 covers for the sensor that is a part of the AAR-47 Missile Warning System and 3 first article covers. These covers will be used to protect AAR-47 sensors that have been installed on rotary and fixed wing aircraft. The covers will be installed when the aircraft is parked and will protect the AAR-47 sensors from rocks and debris thrown up by arriving and departing aircraft. These covers will be removed before flight. These covers will be made out of plastic and will include a metal constricting band which is used to secure the cover onto the sensor. PMA-272 has a Level 3 Drawing Package for these sensor covers which will be made available to potential offerors if a competition is conducted for this requirement. The contractor must be able to provide 3 sensor covers for first article testing within 120 calendar days of contract award. The contractor must be able to begin deliveries of the 4,000 sensor covers within 180 calendar days after contract award and be able to deliver at a continuous rate of 400 sensor covers per month until deliveries are completed. The applicable NAICS code is 326199, “All Other Plastic Products Manufacturing”, and the applicable Product Service Code is 9330, “Plastic Fabricated Materials”. The Naval Air Systems Command is issuing an RFI in an effort to identify potential Small- Businesses which could compete for this requirement. This announcement is for market research purposes and does not constitute a Request for Proposal (RFP). Interested Small Businesses are requested to submit a capability statement to PMA-272. This capability statement shall contain the following information: complete name of your firm; confirmation that your firm is registered in the Central Contractor Registry; your CAGE code; your firm’s location; your firm’s number of employees; the total dollar value of business done by your firm during your most recent complete fiscal year; a description of articles similar to the sensor covers which have been manufactured by your firm; a list of any references within the Department of Defense with which you have done business in the past; and confirmation that you can comply with the sensor cover delivery requirements noted above. You are requested to limit your capability statement to no more than 20 pages. Please note that the FAR definition of a non-manufacturer (FAR 19.001) will apply, and the FAR Clause 52.219-14, “Limitations on Subcontracting”, will become a part of any contract awarded for this requirement.
