Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Fisheries Science Center located in La Jolla, CA 92038 on a sole source basis with Pfleger Institute of Environmental Research (PIER). The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The proposed contract is for services to conduct experimental fishing and deploy satellite tags on common thresher sharks in order to assess survivorship in sharks released with trailing gear. The contractor will attempt to recover any tags that report within 10 miles of the deployment sites in the Southern California Bight using a radio direction finder designed to track the satellite tags. In addition, the contractor will be responsible for overseeing cooperative research with the sportfishing industry on the development of gear innovations, such as degradable linkages and circle hooks to minimize mortality of recreationally caught thresher sharks. Objectives: 1) Evaluate the impacts of 'trailing gear' left embedded in the caudal fin of common thresher sharks (Alopias vulpinus) that interact with the Southern CA recreational fishery (SCRF), and 2) expand on efforts to reduce the post-release mortality rate for common thresher sharks captured by recreational fishermen in the coastal waters off southern California. The scientists at PIER have developed novel methods for angling for thresher sharks including using teasers and drop-back baits. They are the only researchers who have been experimenting with these methods in Southern California Bight recreational shark fishery and who have expertise at deploying satellite tags on large pelagic fish. Through the cooperative research with the shark angling community the scientists at PIER are uniquely poised to oversee the development of techniques that minimize thresher shark mortality. Pier has successfully completed the first two years of this study and this contract will continue their previous year's efforts on the study of the mortality of thresher sharks. The Government intends to negotiate a firm fixed price contract with the period of performance of 6 months from date of award. The NAICS code for this procurement is 541690 with a corresponding size standard of $7.0M. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Pfleger Institute of Environmental Research can provide these services. However, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than 10 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above.
