Description
Solicitation Package This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM10-10-R-0005 and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular 2005-41; dated May 13, 2010. The North American Industrial Classification System (NAICS) code is 561311, and the small business size standard is $7.0 million. This procurement is unrestricted, allowing both large and small business to submit quotations. In support of the Office of Personnel Management’s mission, “recruiting, retaining, and honoring a World-Class workforce to serve the American people”, OPM requires the services of a contractor to develop a pilot program which will recruit, screen, train and hire high school seniors from the Washington, DC metropolitan area. These students would be referred to the Office of Personnel Management (OPM) for developmental assignments as student interns in various offices at OPM’s Headquarters building located at 1900 E Street, NW Washington, DC. This acquisition strategy is expected to lead to an award of a Firm Fixed Price Blanket Purchase Agreement (BPA) for a period of twelve months. Funding for this requirement will be provided by program offices through BPA Calls as the services are required. It is anticipated that award will be made on or about June 1, 2010. Offerors are invited to submit their quotations to the Office of Personnel Management’s Facilities, Security and Contracting/Contracting in response to this notice by 12:00 PM Eastern Standard Time (EST), May 20, 2010. Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to Jenell.Washington@opm.gov. All questions are to be submitted via email to Jenell.washington@opm.gov, no later than Friday, May 17, 2010, 2:00pm EST. Note: Communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement. In accordance with Title 38, United States Code, Section 4212(d), the U.S. Department of Labor (DOL), Veterans' Employment and Training Service (VETS) collects and compiles data on the Federal Contractor Program Veterans' Employment Report (VETS-100 Report) from Federal contractors and subcontractors who receive Federal contracts that meet the threshold amount of $25,000 or more prior to December 1, 2003 or $100,000 on or after December 1, 2003. The VETS-100/100A reporting cycle begins annually on August 1 and ends September 30. Vendors not registered in the VETS-100 database at the time the requirement is to be awarded, will not be considered. Vendors may register with VETS-100 by accessing https://vets100.vets.dol.gov/. All prospective offerors must have a Commercial and Governments Entity (CAGE) code and must be registered with the Central Contractor Registration (CCR) as prescribed in FAR 52.204-7, in order to receive award. CCR can be obtained at www.ccr.gov or by calling 1-888-227-2423. You will also need to provide your Dun and Bradstreet number and banking information. The Office of Personnel Management intends to award a Best Value Firm Fixed Price Blanket Purchase Agreement for this requirement.
