- This is a combined synopsis / solicitation for a Sole Source procurement for a commercial service prepared in accordance with FAR subpart 12.6 as supplemented with additional information included in this notice. The Department of Navy, Naval Surface Warfare Center, Indian Head Division (NSWCIHD), intends to award a Sole Source Firm Fixed Priced purchase order to Integrity Consulting at 7360 Guilford Drive, Suite 201, Frederick MD 21704 in accordance with the RFQ N00174-10-Q-0120. This is the only written solicitation, which will be issued, unless amended otherwise. The NAICS Code for this acquisition is 541330, Size Standard $27,000,000. This is Firm Fixed Price. Services to be provided are: Provide support to an analytical chemistry laboratory specializing in explosives. To develop analytical procedures for the detection and/or identification of explosive materials, their precursors and decomposition products; instruct analytical chemists of varied experience levels on method development with various chromatographic and spectroscopic instruments; review existing procedures to make recommendations on modifications thereto; develop forensic protocols for the safe and proper sampling, labeling, testing and reporting of investigation test articles; and make recommendations for strategic instrumentation purchases to enhance capabilities. The period of performance shall be three months for an effort of 480 hours with one option period for three months for an additional 480 hours.
