- SYNOPSIS FOR PROFESSIONAL ARCHITECTURAL DESIGN SERVICES. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THERE IS NO RFP PACKAGE TO DOWNLOAD. Central Arkansas Veterans Healthcare System (CAVHS) is soliciting Architectural/Engineering (A/E) firms to design a two story addition to an existing building. This project will build a two story addition to the South end of building 170 at the North Little Rock campus. The building will be approximately 26,000 square feet and be built to match the existing facility which is concrete frame and brick. The one floor will be used to house mental health outpatient clinics, the other floor will be an impatient ward. The A/E will develop several alternatives for the site of the facility complete with a list of pros and cons and cost for each alternative. The A/E will assist in selecting the best alternative for the project and then move into the design phase. Work will involve Architectural designing and alternatives, mechanical, electrical, plumbing, and fire protection work. Estimated construction cost is between $10 million and $20 million. This announcement is open to Service Disabled Veteran Owned Small Businesses only. The closing date for the receipt of responses is 3:00 P.M. local time (CDT) on June 9, 2010. Work shall be accomplished for the Central Arkansas Veterans Healthcare System, Little Rock, AR. The North American Industry Classification System Code is 541310 and the small business size standard classification is $4,500,000. Selection Criteria: Selection criteria to be utilized are listed in relative order of importance as follows: (1) Professional qualifications (resumes or curriculum vital and proof of professional registration) of key personnel of the Architectural firm and consultants, to include subcontractors, and the project team (team/office actually accomplishing the work), necessary for satisfactory performance of required services. (2) Specialized experience and technical competence in the type of work required, to include CADD capability and compatibility with Auto CADD (latest version), capability to digitize existing drawings for CADD use, experience in Veterans Affairs design projects, energy conservation, pollution control, waste reduction and the use of recovered materials. Other VA and private sector experience can be submitted but preference will be given for VA project experience. (3) Professional capacity to complete projects within the established time limits and meeting project dollar thresholds. Availability of proper resources to accomplish the project and the effect other VA and private sector work in the office will have on the Central Arkansas Veterans Healthcare System project. Furnish information (numbers and charts) showing existing workload versus time available to devote to Central Arkansas Veterans Healthcare System. (4) Past performance with respect to execution of both VA and private industry in terms of high quality work, delivery on or ahead of schedule, and with cost and recognized budget control. (5) Location in the general geographical area of the project and knowledge of the locality of the project-preference to be in the following descending order: (A) firms within 100 miles of Little Rock, Arkansas, (B) in-state firms, and (C) out-of-state firms. (6) Inclusion of small business consultants, and/or minority-owned consultants, and/or women-owned consultants, and/or veteran owned consultant, and or disadvantage veteran owned consultant, and/or HUBZone consultants. (7) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (8) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. (9) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Required Documents: Interested firms which meet the requirements described in this announcement are invited to submit three copies (1 original and 2 copies) of the completed Standard Form (SF) 330, SF330_Extr, SF330_SE, SF330_SF, Architect-Engineer Qualifications available at Internet site http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formType=SF#1-1000. Limit your SF 330 along with supporting data for a total package of not more than 75 pages, 8x11 paper, 12 pitch. Pages in excess of this maximum limit shall be removed from the proposal and will not be evaluated by the selection board. Relevant projects identified in Part I block 19, shall not be more than 5 years old.
