Description
The National institutes of Health intends to award a sole source purchase order to Carestream Health, Inc. pursuant to FAR 6.302-1 NS 41 U.s.c. 253(C)(1)-ONLY one responsible source and no other supplies or services will satisfy agency requirements for the software and hardware maintenance services from Carestream Health inc, manufacturer of the Picture Archiving and Communication System in the Clinical Center, located in Bethesda, Maryland BACKGROUND: The Department of Radiology and Imaging Sciences provides imaging services to the National Institutes of Health Clinical Center’s patients who participate in research protocols conducted by the various NIH institutes. Imaging services include X-rays, fluoroscopy, mammography, ultrasound, magnetic resonance imaging (MRI) scans, computed tomography (CT) scans and interventional radiology (special procedures). Diagnostic services in ultrasound, digital mammography, positron emission tomography/computed tomography (PET/CT), and nuclear medicine are also provided. All these diagnostic modalities generate clinical diagnostic images that are sent to and archived on the Department of Radiology and Imaging Science’s Picture Archiving and Communication System (PACS). The Department of Radiology and Imaging Science’s PACS has recently undergone a full software and a hardware upgrade. Carestream Health Inc. is the manufacturer of the PACS currently in use at the Clinical Center. The PACS serves as the heart of Radiology and Enterprise’s Image Viewing experience. The PACS contains proprietary software/hardware manufactured by Carestream, and can only be serviced by Carestream. PURPOSE: A service agreement is required to ensure continuous operation of this critical Clinical Center patient care system. CONTRACTOR REQUIREMENTS: The following services shall be provided as needed: •Provide repair services on-site Monday-Friday 8-5 •Replace malfunctioning parts, excluding supplies or consumables •Install engineering updates •Perform the recommended number of periodic maintenance (PM) calls to clean, test and maintain the equipment or system in an operational condition consistent with the Carestream Health Inc. specifications •Provide telephone support •Provide software support for the current and the immediately previous release of the all software associated with the operation of the PACS •Provide software support via remotes access •Provide and implement software updates as required to support the system All equipment is owned by the Department of Radiology and Imaging Sciences and is located in the Clinical Center at NIH. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND THERE IS NO SOLICITATION DOCUMENT AVAILABLE. It is the belief of the Government that Carestream Health,Inc. is the only source capable of fulfilling the above described requirement. Interested firms may identify their interest by submitting a capability statement which specifically addresses the items reference in the above Statement of Work. Please note that failure to specifically address in your capability statement may affect further consideration of your capability statement. The capability statement shall be in sufficient enough detail so that the Government can determine the capability of your firm to completely meet all of the Government’s requirements, otherwise no further evaluation of your capability statement will be performed. Your written capability statement (Original plus 1 copy) including all supporting documentation should be submitted to the address in this synopsis no later than 15 days after the published date of this synopsis (by no later than 3:00 p.m (local Washington DC time). It is the vendor’s responsibility to email and verify that the questions were received. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
