Description
This is an indefinite quantity, indefinite delivery, Design/Build Multiple Award Contract (MACC) for Unspecified Minor Construction and Repair Projects. This acquisition will be competed under the 8(a) Business Development (BD) Program. Seed project: The Training, Career Resource Center & Learning Center Facilities Project includes the expansion of existing Training Facilities in Building #14 NSA-M. This project includes repair / renovation of existing rooms within the current Training Facility. The project will expand the current facility and use warehouse space to result in the construction of four (4) new rooms. The requirements include but are not limited to: constructing walls, repair existing walls, patch & painting, installing doors, carpet tiles, covebase, provide and install audio visual equipment, drop ceilings, lighting, rooftop HVAC, wiring, and sprinkler coverage for fire protection. The magnitude of construction cost of the seed project is between $250,000.00-$500,000.00. This contract will also provide a design/build and design/bid/build, multiple award, indefinite delivery, indefinite quantity contract for general design/build projects in the NAVFAC MIDLANT PWD PA Area of Responsibility to include: (major sites and reserve centers in Pennsylvania and New York, including but not limited to Philadelphia, Mechanicsburg, Willow Grove, Stewart Air National Guard). Under such MACC, the Contractor(s) shall provide all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation, to perform all of the services described in the specifications for each task order. No more than seven (7) MACC contracts will be awarded as a result of this solicitation. The duration of the contract(s) is for one (1) year from the date of contract award with four (4) one-year option periods. The total five-year (base and four one-year options) estimated construction cost for all contracts is not to exceed $50,000,000.00 for the life of the contract. Task orders under the awarded contracts shall include new construction, renovations, alterations, repairs, demolition, design bid build (DBB) and design build (DB) projects. The contract(s) have no annual or contractor limit. The limit is the maximum for the life of the contract of $50,000,000.00. Projects for the Design-Build MACC will have an estimated construction cost between $100,000.00 and $500,000.00; however, smaller and larger dollar value projects may be considered at the discretion of the NAVFAC MID-LANT Chief of the Contracts Office. The government guarantees an award amount of $5,000.00 to each successful offeror over the full term of the contract to include option years. This solicitation will utilize the Best Value Source Selection (BVSS), Design/Build Source Selection Procedures per FAR Parts 15 and 36. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range and to award the seed project to the offeror submitting the proposal determined to represent the best value, ie. the proposal most advantageous to the Government, price and other factors considered. The firm representing the best overall value to the government (i.e. the firm ranked number one overall considering price and other factors), will receive award of a MACC contract as well as the seed project. An additional up to six (6) MACC contracts may be awarded to those offerors submitting proposals considered most advantageous to the Government, based upon the stated evaluation factors and a comparative assessment. Pursuant to FAR 52.215-1 Instructions to Offerors-Competitive Acquisition The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The contracting officer, at his/her option, reserves the right to select less than seven (7) offerors should the situation require less. The Request for Proposals (RFP) will be issued on or about 1 June 2010. The areas of consideration for evaluation of proposals are detailed below. All technical evaluation factors and sub factors when combined are approximately equal to price. The Basis of Award for this procurement shall be based on price and technical merits, which together, constitute a best value to the Government; however, not necessarily the lowest price. The objective is selection of a contractor whose overall proposal demonstrates the best value to the Government based on the specified criteria. That offeror will be awarded the seed project.
