- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Resource Management Office (RMO) for TSPI and BUS OPS Directorates, intends to award a firm fixed price purchase order on a sole source basis to: FENS Associates, LLC., Groveland, MA 01834. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1. Nature and description of the supplies or services required to meet the agency's needs: The request is for the purchase and installation of a wall system (i.e. secure wall), 3 cubical/furniture systems and re-insallation of some existing KNOLL furniture in the Resource Management Office (RMO) for TSPI and BUS OPS Directorates. The contractor will be installing/configuring a wall system and 3 cubical/furniture systems into the new office where the RMO has been relocated and will be dismantling some of the existing furniture where the RMO currently resides. The RMO must maintain a secure area. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): FENS Associates, LLC design provides the optimal use of space for the RM Office. They have a product that has been proven to be sound proof and secure from resent previous work and installments on NSRDEC. Some of the existing furniture (3 Times-2 files/2 cabinets) will be relocated. In addition, purchasing the new Secure/Sound Proof Wall System and cubical systems will match the existing KNOLL furniture. This product will satisfy the requirement of the RM Office to maintain their secure environment in order to maintain sensitive, proprietary, FOUO, privacy act information and Personnel Identifying Information (PII). FENS Associates, LLC is the only choice for the dismantlement of the existing furniture and the re-installation of this furniture into the new area in order to maintain the existing warranty on this furniture/product. Finally, FENS Associates, LLC can provide this furniture within the required timeframe (NLT 30 June 2010). 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A review of furniture purchases in the Natick system (dating back to 2003); coupled with prior purchase history and previous market research indicated that FENS Associates, LLC has provided innovative designs, quality products and complete installation services at reasonable prices. Additionally, FENS Associates, LLC has provided outstanding customer service in the past; and has a history of timely delivery and installation. FENS Associates, LLC provides a one year warranty, which includes design services, program management, project management, and installation services supplied under the contract. Experience with other furniture vendors has resulted in poor customer service, unacceptable quality of product, and late deliveries. 4. Any other facts supporting the use of other than full and open competition: FENS Associates, LLC is under GSA schedule (GS-29F-0034U) and offers comparable pricing to other furniture vendors. FENS Associates, LLC partners with other GSA contract holders and GSA approved service providers, in addition to adding direct services; and can provide the Government with a total solution of product and services under one purchase order. FENS Associates, LLC has competed among its manufacturing sources on this design configuration to ensure timely delivery and reasonable pricing. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
