- Description
- The Department of Health and Human Services (HHS), Program Support Center, Strategic Acquisition Service, Division of Acquisition Management, on behalf of the Assistant Secretary for Planning and Evaulation (ASPE), intends to negotiate and award a purchase order on a sole-source basis to Decision Resources, Inc. Health Leaders – Interstudy, 1 Vintage Way, Suite B300, Nashville, TN, 37228. The award will be for twelve months. It is the intent of the Program Support Center to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification Code is 541720- Research and Development in the Social Sciences and Humanities. This agency intends to award to Decision Resources, Inc. Health Leaders – Interstudy, the only known source that can provide the Department of Health and Human Services/Assistant Secretary for Planning and Evaluation with specific level market data on health and health insurance infrastructure conditions and related economic information to plan and evaluate changes to health policy as they impact communities across the US. This data is needed to support the HHS Secretary’s Value Based Health Care Initiative. The purpose of this purchase order is to acquire an annual license to access the Decision Resources, Inc. Health Leaders – Interstudy databases and search services. These include the Market Overviews and the Managed Market Surveyor for states counties and MSAs. These sources provide the Department with ongoing analysis of legislative developments, general economic conditions, and most importantly quarterly data on financial status, enrollment figures and health plan contact lists. This capability is utilized to fulfill a number of office requirements, such as legislative impact assessments, generalized evaluation, comparative assessments, economic impact assessments, and answering general requests for information from the Secretary of HHS. This simplified acquisition is for services for which the Government intends to negotiate with only one source. Interested concerns may identify their interest in and capability to satisfy the requirement within 5 days after the date of publication of this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
